Words from the Duke As you and all off-road enthusiasts know, California's OU-Highway Vehicle Fund was created for the purpose of setting aside suitable areas for off-road riding. However, during the last leg~sla rive session, $8.5 million was taken from the OHV Fund and transferred to the General Fund to be used for other purposes. This action had jeopardized the integrity of theOHV Fund and a:eated citizen distrust of government. I firmly believe that special fund revenue should be used only for the purposes of the fund and should not be diverted to other uses. Thus, as Governor I will take action to ensure that the OHV Fund is used to develop the important recreational benefits for which the fund was created. Moreover, my administration will be open and accessible to responsible individuals and organizations representing the needs and interests of offroad enthusiasts in our state. For those of you who missed it, CEA ' put on a great two-day road ride on Sept. 18-19. ' The weather was beautiful, as was the ride, even though we got_lost twice (not watching the mileage!). Thanks again for a great weekend, and we are looking forward to next year's event. ED Be MARILYN HEy'NE 0-37 'road riders Lakewood, CA Dangermond's thanks On behalf of the California Department of Parks and Recreation I want to take this opportunity to express my appreciation to the off-highway vehicle community for their cooperation at Pismo State Beach over the Labor Day weekend. This was an important test for the Department's new management program at Pismo, and thanks to the OHV community, it was highly successful. Many OHV volunteers assisted the Department by explairling the new management program to other OHV users. This was especially true of Mike Bishop and his dune patrol volunteers. " The Department recognizes that this new management program is inconsistent with previous management practices at Pismo. Historically, there have been few restrictions to OHV use at Pismo. This has been the result of limited manpower on the part of the Department to control use and to protect resources during periods of heavy use. As a result of this unrestricted use, sensitive resources have been damaged and private property rights have been abused. The County of San Luis Obsipo and the California Coastal Commission have been concerned about these abuses and have required the Department to take steps to correct them. The County went so far as to suggest a moratorium on OHV use at Pismo Beach until these problems were corrected. To avoid this moratorium the Department has agreed to do the following: 1.) Install fencing to protect sensi- tive resources and also to protect private property. (This has incl uded fencing the boundary between the SVRA and the Union Oil property. Union Oil has asked the Department to excl ude OHV use from their property. 2.) Restrict OHV use to the area south of Mile Post 2. (This is a direct result o£local resident complaints to OHV use in the vicinity of Oceano.) 3.) Better manage the beach and dune areas. (The restriction of beach camping to 500 units has been established by the Department. The Department recognizes that this is a severe reduction to the number of campsites normally found on a holiday weekend, but some steps had to be taken in order to get the numberreduced toa point where Department staff could adequately control the beach and dune use at Pismo.) The Labor Day weekend has shown us that, with the aid of the OHV community, we can successfully manage the OHV use at Pismo. If the cooperation that we experienced over Labor Day continues and if the fencing and other resource protection devices are effective, I will recom~ mend to the Coastal Commission and the County, at a meeting sch!:.. duled in February, to evaluate the success of this new management program, that the number of beach campsites be increased and that OHV lands south of Oso Flaco be made accessible to OHV users. With continued successful management and cooperation, I intend to recommend further increases in beach camping. The success of our program at Pismo Beach depends on the continued cooperation of the OHV community. With that cooperation, this Department will do everything it can to expand OHV use opportunities at Pismo Beach. PETE DANGERMOND JR. Word has been received that Mike is doing OK and the surgery went welll Mike will be moved back to Missoula within a week or so and we are sure he would be happy to hear from all of his motocross friends. DICK, JAY &: MYRNA MINTYALA Central Montana Yamaha Lewistown, MT More Barstow to Vegas 1983 We all agree that Phantom Duck, Louis McKey, has had a long battle with the BLM and needs riders' donations, but for the record: District 37's San Gabriel Motorcycle Club members led by Dale Jordan have worked months in preparation for this race. San Gabriel M.C. and District 37 Legal Defense Members have met many late evenings with BLM staff to work out a well planned B to V race. They have worked hard together so this traditional District 37 San Gabriel Motorcycle race can again be an annual event. District 37 Legal Defen~e and AMA Legislative Support Fund have worked hard over the past years and continue to work hard to keep the desert open for us to enjoy and ride.
