An investigation by the United States General Accounting Office into charges that Commissioner Terrence Scanlon of the U.S. Consumer Product Safety Commission mis-used his position found no evidence to support the 16 specific allegations including two related to the agency's investigation into ATV safety - made by the head of a Ralph Nadar-affiliated consumer group. The accusations were made by Nadarite Joan Claybrook; Claybrook served as head of the National Highway Traffic Safety Administration under Jimmy Carter and gained fame by squandering hundreds of thousands of dollars on a redesigned, rear-wheel-steering 'safety motorcycle' that didn't work. Claybrook was given a Golden Fleece Award by Senator William Proxmire for the fiasco; after Carter's defeat at the polls, Claybrook became President of Public Citizen. Australian Jeff Leisk. who broke his jaw at the San Diego Supercross in February. is recovering and plans to race at the Hangtown outdoor National on April 16. Lufthansa German Airlines and Salk International are offering package travel programs to the September, 1986 International Bicycle and Motor- c.ycle Exhibition, and int.ernational trade fair held annually in Cologne, West Germany. Details are available from Lufthansa. The La Carrera Classic Mexican Road Race will take place on May 3 on the Baja Peninsula. in Mexico. The coast-to-coast race from Ensenada to San Felipe is limited to four-stroke only singles up to 650cc and twins up to 1000cc with three catagories in each class: vintage. dual-purpose and street. Inc. has set the 1987 season schedule of Great American Motorcycle & ATV Shows. The schedule kicks off in Fort Worth. Texas on December 12-14. 1986. then moves to Los Angeles. Califomia (January 9-11 ). New York. New York (January 1618). San Francisco. California (February 6-8). Philadelphia. Pennsylvania (February 13-15). Chicago. Illinois (February 20-22) and Atlanta. Georgia (February 27March 1). To locate and analyze product-related safety problems, the Consumer Product Safety Commission has long relied on reports of injuries suffered by persons admilled to a sampling of hospitals nationwide. But the questionnaires filled out on injured persons by hospi tal emergency room personnel did not determine if the accident was the fault of the person or of the product. Now, after a fierce argument with liberal commissioners LUan M. "Ban 'em" Statler and Saundra Brown Armstrong, conservative cotnmis ioners Terrence Scanlon, Carol Dawson and Anne Graham have decided to experiment on a limited basis (at eight hospitals nationwide) by adding questions asking if the injured person thought he or she had misused the product involved, or if the product itself was to blame. The change, according to Scanlon (as quoted by Universal Press Syndicate columni L]ames]. Kilpatrick), was necessary because previously, "the numbers were goofy. "IL's too bad the CPSC didn't think of that before allacking ATVs last year. Bob Bean was incorrectly listed as John Blair in our results of the Daytona Amateur Supercross Senior class. Bean finished third on his Husky in the March 3 race. California Assemblyman Charles Bader is supporting legislation which would eliminate the current requirement that all pickup trucks in Californ ia be Iicensed as commercial vehicles at a far greater cost than a normal car license. tatewide, Bader estimates the extra registration fees for pickup trucks owned for solely personal use to be $60 million.
