Sagebrush Rebellion status. naming the bad guys. hopeful legislation The on again/off again veto override attempt of Assemblyman Bob Hayes' (R-San Fernando) Sagebrush Rebellion bill is still in limbo at this time. The bin, which was passed unanimously by both houses of the legislature last year, would have paved the way for the state to take over management of the lands presently mismanaKed by the BLM. The governor vetoed the bill during the legislative recess and now Hayes has until March 6 to bring the measure before the Assembly for an override showdown. Veto override fever seems to have hit the capitol again and things are looking better for the prospects of pulling it off. Hayes is waiting for the best time to call for the showdown vote. Right now, according to Hayes' office spokesman, the Governor has asked to negotiate a settlement which might avoid an embarrassing veto override. Hayes feels he has most of the neces- sary 54 votes committed, but needs to give the Governor a chance to "save face" before he can count on the votes of some key Democratic assemblymen. The thinking is that if the Governor refuses to compromise in negotiations, the Democrats in the Assembly are free to support the override motion. This column wiD continue to monitor the situation and win publish a complete "blow-by-blow" when showdown day arrives. Another off-road bill by Assemblyman Hayes reached the Assembly floor for a vote last week and Hayes' office released a copy of the vote record. This particular bill (AB 1620) will authorize the Department of Parks and Recreation to begin planning for a network of motorcycle trails which might eventually reach from Oregon to the Mexican border. The bill simply allocates some funds from the Green Sticker Fund (our own money) to the Department to begin a planning study. Even a relatively innocuous bill such as this will meet with opposition from those who are totally against off-road vehicles. The floor vote went 59 for, 14 against, with eight members not voting. The opposition was led by Assemblyman Terry Goggin from the San Bernardino area. Most of his district includes the area just west of San Bernardino. We only mention this since Goggin has consistently fought against bills which would provide suitable areas for motorcycle recreation. He was one of the key players opposing Hayes' AB 101 last year. Keep his name in mind later this year when election time rolls around. It's interesting that Goggin represents the very area where our favorite rider, The Duck, lives. Too bad the Phantom Duck of the Desert isn't on the ballot in that district ..... hmmmmmm. Besides Goggin, the other "bad guy" votes came from: Agnoe (San Francisco), Alatorre (East Los Angeles), Baa (Alameda and Contra Costa Counties), eo.ta (Madera, Mariposa and part of Fresno), Elder (Long Beach), Gage Napa, Solano and Sonoma), Hannigan (Yolo and Sacramento), Harris (Oakland), Han (Santa Barbara), R.obinson (Orange County - around Santa Ana-Garden Grove), R.OlIenthal (Los Angeles-Fairfax area to Studio City), and Nonn Waten (Alpine, Amador, Calaveras, El Dorado, San Joaquin, Tuolumne and South Sacramento Counties). If you live or have a business in any of these guys' districts, why not look up their local office phone number; tell them you are watching their votes and suggest they do better in the future. Might not hurt to remind them that their votes on the Sagebrush override (AB 1407) wiD be recorded here as well. That kind of information helps influence votes in an election year. Use your influence! It works. Other important legislation which is moving through the process includes Assemblyman Chappie's (R-Roseville) AB 2111 which will be hard in committee on Feb. 26, and Assemblyman McAllister's (D-Milpitas) AB 1966 to be heard in committee on Feb. Ill. Chappie's bill will remove the OffHighway Vehicle program from the Depanment of Parks and Recreation and place it in the State Lands Division. McAllister's bill will exempt persons owning an interest in lands from liability if they open those areas for recreation. This will change existing law and clarify that penons owning an easement over lands are exempt if someone gets hurt while using that easement for recreation.
