Bloody February It seems that the crowd-pleasing "U.S. vs The World " international test match series is a casua lt y of bureaucrat ic infighting, as the AMA moves to pu t speed way on a national foot ing by requiring promoters to work through an Am eri can Spe edwa y Con trol Board. Th e ide a o f an ASCB it sel f is no t new. 'This is ho w it's done in Eng land, and the co ncep t has co me u p before in talks between AMA and t he So uthern California SR A promoters. What is new is that AMA has withheld san ctions fro m t he p roposed 1976 test m atch series, telling the p ro mo ters, in e ffect , th at sa nc tions would be available only th rough the Board (which the AMA is now trying to structure into an Eastern an d Western Divisio n , to reflect the wi de regio nal differences in speedway development ). This blocks participation of FL\ l-lice nse d European riders ; putting a squelch o n this year's races.
