Legislation hils been passed which adds the foUowing exemptions to the regist ration of off highway vehicles: 1) Any motorcy cle manufactured in the year "1942 or prior. 2) Motor Vehicles opera ted solely on priv ate pro perty if the mo tor vehicle is owned b y the owner or tenant of the private property. 3) Motor vehicles operated off road in an organized racing or competition eve nt upo n a clo sed course w hich is con ducted under aspices of a recogn ized sanctioning body or by permit issued b y local governmen t au th orit y lu:ving jurisdiction. . Under this legisla tion, desert events ru n u nder permit by the BL\I wo u ld be co nsid ere d closed course events since they are run on mar ked courses, acc ording to DMV sp o kesman and Cycle New s reader J ohn McD o nou gh .
