< , EPA and MIC meet CALIFORNIA. CYCLE CENTER SAN FRANCISCO, CAL., July 20 - On Thursday, July 19, 1973, the Technical Standards Committee of the Motorcycle Industry Council, Inc. (MIC) met with representatives of the Environmental Protection Agency (EPA), in the EPA's Ninth Regional Headquarters in San Francisco, CA. The purpose of the meeting was to discuss the motorcycle aspects of the proposed Transpo-,.tation Control Plans for the Ninth Region District and the future of the motorcycle emission control generally. The MIC strongly opposes the proposed "lid" on motorcycle registrations and prohibition on two-stroke motorcycle operation at certain times of the year. Mr. E.W. "Pete" Colman, Chairman of the Committee and James B. Potter, Jr., Executive Director of the MIC, indicated after the meeting that there had been a "full and frank exchange of views between all parties". Potter commented that, Hthey know OUf very strong feelings in opposition to the proposed controls and also the fact that we believe technology does exist which will enable the industry to substantially reduce emission levels in the relatively near fu ture". The meeting was held in the spirit of cooperation and as part of the MLC's effort to comment on and draw to EPA's attention the inaccuracies and inequities of the EPA proposals. MlC and individual company representatives will continue the presentation with wri tten commen ts and appearances at public hearings. program , (b) This section is applicable in the San Diego, san Francisco Bay Area, and San Joaquin Valley Intrastate Regions, and In the Sacramento County portion of the Sacramento Valley Intrastate Region. (c) As of January I, 1974, or during any registration period which commences in the calendar year 1974, the State of California shall not register in the Regions and portions thereof specified In paragraph (b) of this section more motorcycles than the total number registered in 1973. (d) As of May 1, 1974, the State of California shall prohibit the operation of two·stroke·engine motorCYCles in the Regions and portions thereof specified in paragrabh (b) of this section between 6:00 a.m. and 3:00 p.m. during the months of May, June, July, August, September, and October. (e) After January I, 1974, no person shall operate any motorcycle on the streets and highways of the State within the Regjons and portions thereof specified in paragraPh (bl of this section which Is not valid Iy registered by the State of California or by another State. If) No later than October I, 1973, the State shall submit a detailed compliance schedule showing the steps It will take to Implement and enforce these requIrements Including: • ' (I) The text of needed statutory proposals and needed regulations which it will propose for adoption. (2) Proposed procedures to ensure that no motorcycle will be registered by the State in a county other than that of the owner's legal residence. 3l A date by which such procedures will go nfo effect.
