Government Hot For Bike Safety are realistic requirements which can and should be supported by the motorcyclists 10 this country. We are well aware that the legislatures in some States have been much more restrictive • Whether the restrictive trend continues will depend largely on what motorcycling does for itself. It ls essential that the people who ride motorcycles create constructive partnerships with law makers. police officials. educators. and others who develop legislative or safety programs. Unless motorcycUng organizes itself to speak authoritatively and realistically about its problems. and unless it ls willing and able to propose acceptable solutions to these problems, then motorcyclists will cootinue to be faced with a variety 01 State and local regulations which may not accurately reflect the needs for safety. Part 01 the NHSB's responsibWtylsto provide the states with part 01 the!1nancia1 SllPPOrt for implementing their comprehensive highway safety prO(rallls. This year 63.8 miWoo dollars is available on a matching basis formnla to Remarks Ie' Lewis S. Buchanan, Acting Chief. Motor<;ycle 5afef.y Division, NaUoDal nighw~ 5afef.y Bureau. to the BMW Dealer's Meeting, Washington, D.C. February 5, 1969. Many people feel that motorcycles have been singled out for unusual safety emphasis. This ls not true. The Federal requirements for motorcycle safety are but ooe part 01 a broad nationwide motor vehicle safety program which will el\P8lld at all levels 01 governement during the coming years. More than 55,000 traffic deaths and more than 3 million traffic injuries each year are more than Congress. State legislatures and the U.S. public ls willing to pay for use 01 our highways. All l;ypes 01 motor vehicle safety programs will receive moreemphas1s. With specific reference to motorcycles. I beUeve that within the next few years we will see every State adopt specjal tests aDd Ucenses for motorcycle operatioo, mandatory helmet use. safety inspec tion t1 motorcycles and speclaI motorcycle driver training programs. 1believe these ..... _ -_. .-- .-- -.._- =<:,.- _.. -"". .- - -- ,-- =C)lI_C_ -- ... - ...- --- --...... -- --.. -- -- • .. - .- - =- . -- • _..... - .... - .... ..... .... _. _.e- -_ ... -- ..-- -- _.-- - - .... ..... .... _. The response in terms 01 State and local governments applying these matching funds to implement motorcycle safety activities has not been encouraging Up to this polot. To date fewer than a dozen projects relating to motorcycle safety have been funded. Therefore, funds that would substant1a1ly benefit motorcycl1ng are being spent on other safety projects. These funds provide an excellent 0Pportunity for the people involved in motorcycling to demonstrate that motorcycUng can be made safer througb education and training. They provide a means for motorcycling organizations at the city, State and national level to cootribute to improving safety.
