spending time with the Indian Motocycle Co. and then decades as road race representative for Castrol. On page eight you'll find a column by AMA President Ed Youngblood in which he explains ARMOR (Amateur Racers Medical Insurahce for OffRoad). For only $40 per year, the insurance provides $25,000 in medical coverage (after a $250 deductible), up to $200 a week in disability pay for up to six months, and $10,000 accidental death and dismemberment coverage. The fate of a plan to provide badly needed funding for the nation's offhighway trail system could be decided in a U.S. Congress conference committee this week, reports the AMA. On August 4, the U.S. Senate voted to appropriate $15 million in fiscal 1993 to the Symms National Recreational Trails Fund Act as part of its transportation appropriations bill. However, a House version of the same appropriations measure does not include any funding for the trail program. Difference between the two bills will be ironed out in a conference committee expected to meet prior to. August 13, when the Congress will recess for four weeks. The Symms Act, passed in 1991, authorizes up to $30 million per year in funding for trails for the next six years, but no money was committed to the program in 1992. The AMA and other groups representing off-highway recreation enthusiasts have lobbied for full funding of the act in '93, while the Bush administration recommended $15 million for the program in its proposed budget. "Funding of this act would be the first step toward creating a national system of recreational trails that are constructed and maintained in harmony with the environment," noted Jim Bensberg, Washington representative, for the AMA. "Congress obviously recognized the need for such a system in passing the Symms Act last year. Now it's time to live up to that commitment." Larrr Schwarzhach 1965·1992 R oad 'racer Larry Schwarzbach was. pronounced dead at 2:50 p.m. EST on Tuesday, August 4. The Houston, Texas, resident had won his first race as a professional earlier in the day at MidOhio, the 600cc Supersport final on his Vance & Hines-backed Yamaha FZR600. In the Superbike National, Schwarzbach crashed directly in front of Steve Crevier on the 10th lap of the race and was struck by the Canadian's motorcycle. He was airlifted to Cleveland, Ohio, where he died two days later. Schwarzbach was the 10th ranked AMA Superbike rider at the time of his accident, and was fifth in the AMA/CCS 600cc Supersport Series. He is survived by his father Larry Schwarzbach Jr., his mother Carolyn, brother Steve, and sisters Laurie Farrington, Carol Schwarzbach and Christy Ball. Schwarzbach's funeral was held on Saturday, August 8, at St. Thomas Moore Cathedral in Houston, Texas. Vance & Hines team owner Terry Vance said he will sell the Yamaha FZR600 that Schwarzbach rode to victory in Mid-Ohio for $7500, with all proceeds going to Schwarzbach's family. An ordinance that banned motorcycles from the roads in Devou Park in Covington, Kentucky, has been unanimously overturned by the city's Board of Commissioners. The board's decision followed a series of town meetings in which local motorcyclists, led by the Kentucky Motorcycle Association, urged city officials to reopen the park to motorcycles. AMA road race class structure changes will see the SuperTwins class dropped from the AMA National Championship Road Race Series in 1993. Despite rumors to the contrary, the 750cc Supersport class will remain as is and the AMA/CCS EBC Brakes Endurance Challenge will remain a three-hour race with both GTO and GTU bikes competing together. There had been talk of splitting the two classes into hour and 90-minute races, respectively. Changes to the endurance series will include rider IDs and only one motorcycle per team.
