I should be famous... I know your office must be inundated weekly by irate parents of 60cc Beginners who finished fifth in a class of seven and were omitted from the results sheet in Cycle News. However, I feel my case is special. You did not list the results of the Old Timers class at the Oct. 31, Pittsburg, KS. motocross, which I won. Now the .reasons that I feel scorned are, first of all, I don't win that many races. It's notlhat I'm not fast, I just crash a lot. I'm the "Magoo Chandler" of the OT class. For instance, the last time I raced at Pittsburg I was running along with about a half lap lead and the white flag came out. I gave myself this "Snidely Whiplash" chuckle and said to myself, ''I'm going to lap somebody." This little man in the back of my head taps me on the shoulder and says, ' 'You'd better slow down, you can't ride this fast." And I say, "Shut up! The girls are watching," and give it more gas. About that time, crash! There I am with a broken arm. Another reason'I feel slighted is that you have never befor~ done an article on a race at one of our local tracks. It was the first time I had had a chance to see my' name in .cycle News. Finally, this is the second time that I was snubbed in my lifelong search for recognition. Last year I went to Kansas City to race at the Supercross just so I could here my name over the P.A. system at Arrowhead Stadium. For every race that day the announcer went down the starting gate saying everybody's name. When it came time for the OT race, the man was making jokes about the fact that they were watering the track and we old guys were going to crash and kill ourselves: Now I knew that the man always tells who is leading the reace. So in my zest to get the holeshot, I got hung in the gate. I finally got loose and took 0(£ after the pack, about a half a lap ahead of me. I was going about 700 mph, and I came to this section with five little jumps then "Godzilla Hill." I was going so fast I quadruple jumped the little jumps and sailed over "Godzilla Hill," jumped all the way to the next tum, landed in' a . - puddle of _water and ~aashed•.The man still hadn't said my name. I know, I took off my helmet to listen. I got backon the bike, then I was really cooking. I was going so fast that everything was blurred. I came back around to the same section about 800 mph. The little man in the back of my head taps me on the shoulder and says, "You know this is where we crashed last time, you had better slow . down, we're not going to 'make it." So I slowed, just enough that I hit the fifth jump, knocking my feet off the pegs. I went over "Godzilla Hill" with only my fingers touching the bike. I crashed in the same mud puddle and broke my arm. Please print my name in your paper and save an old man's life. You of all people should know how necessary they are!...Ed. OHV Program developments I am writing to you to keep you aware of OHV program developements. As you may know, the legislature passed and the Governor signed AB 2397 by' Assemblyman Bruce Young. This new law becomes effective Jan. I, 1983. At that time, the Department of Parks and Recreation will have a new Off-Highway Motor Vehicle Recreation Commission, a new Division of Off-Highway Motor Vehicle Recreation and a new singlepurpose Deputy Director to head up the program. The law changes instantly on Jan. I, 1983, but the attendant changes in the Department, the creatioh of the Commission, and the appointment of the Deputy Director may not be accomplished in that same instant. For example, the Commission is appointed by three different authorities. The Governor appoints three members, and the Speaker of the Assembly and the Senate Rules Committee each appoint two of the seven members. One or all of these appointments could be delayed due to the press of other business for the appointing.powers. _ The person in my present position of Director appoints the Deputy Director for Off-Highway Vehicle Recreation. This appointment of a permanent deputy to guide the program should await the appointment of the Director by the newly elected Governor. The creation of the new division requires some planning for the relocation and organization of the function. I believe we all want to make this tra~sition as smooth as possible so as to continue the ongoing activities and projects. In anticipation of the change to be made, I have made a special assignment of Ronald Rawlings, a former chief of the OHV program and present legislative coordinator, to assist in preparing for the change. I have also convened a work group to be chaired by Ron within the Department to help smooth the coming change. This work will not be prejudicial to the options available to the . new commission, the new deputy, and the new division. The focus of the work group is on the mechanics of the change with regard to such necessary things as accounting, personnel, equipment, housing, telephones, budget planning, and other such considerations. Clearly, you the OHV owner/user want to be heard regarding the future of the program, and you shall be. We are looking forward to the change after the first of January.
