According t o U.S . Regio nal Forester Douglas R. Leisz , "The Forest Service in California has scheduled a series o f p ub lic m e et ings concerning th e future manageme n t and p ro t ect io n of these area. Co m m e n ts and written suggest ions from the public at t hese meet ings will assist us in eval uating the suitability o f these areas for , or various co m b inat io ns of land uses, including possible addition to the National Wilderness Preservation Syst em. We especially ne ed public participation in assessing rel ative d esire and need for various ki nds o f use, now an d in th e future. Their co n trib u tio n t o p rotect ion a nd enchancement of enviro iunent qualit y and the quality of h uman life - b oth on site an d o ff site will be a maj or consideratio n. There are m o re th an 120 undeveloped areas in Cal ifornia's Nat ional Forests covering some 3 millio n acres th at will be review ed at th e public meetin gs. Of th ese, a list of 13 ca ndidate areas h as already b een te ntat ively selected for in t en sive study as to thei r re so urce p o tential. O f th e 2 0 millio n ac re s of Natio nal Fo rest land in Cali fo rnia, 1.9 millio n are no w m a naged as Wild erness. A ny "can d idate areas" finally selecte d b y the Ch ief of the Forest Service will be managed to protect the wilderness potential until studied and either rej ected or added to the National Wilderness Preservation Sy st em. "Through wr itten ex p ressions and t h is seri es of public m eetings," Le isz said , "we wa n t th e views and feelings of intereste d in d ividuals and gro u ps so we can chart th e future o f t hese unroaded fores t areas. Since the National Fo rests are publi c lands, we want t he p ublic's idea to be includ ed in our long range m a nagem en t decisions. T he j udg ments are always up for ap p eal, no rider is handed his lumps wi tho ut being given a ch ance t o ap pe ar and make his plea b efore th e Committ ee , O ffi cers are always presen t but d o no t have a vote, although the y are granted a few w ords o n any subject should it lead to a clarificat io n of a certain problem. Once a year the m ammoth date board appears and clubs "bid" for d ates to hold their races. T o keep a semblance of order, no two clubs are granted runs for the same day if it would hurt the attendance of eith er event, although "back to backs" have been given ap p ro val in certa in areas. Clubs who have been a bit errant in their ways during the previous year have to wait to the last round t o ch o ose th eir dates, but somehow everyone just about manages to get on. As to ru les, the district has an interesting system. First off, they follow the National AMA Amateur Competition Rule Book but they also have their o w n supplement whi ch this year, 1972 , runs 32 pages! In the supplement are th e rules fo r the administration o f the whole Sports Committee an d th e rules o f how th e district events ar e run. This ru le book came abou t b ecause th e District has t ypes of racing not found elsewhere. T h e h otb ed o f d ese rt activity is District 37 and the expressio n "TT sc ra mb les " came from there, where riders rode "scrambles" that would hone their skills for the jump into p rofessional competition o n the great track in their own back y ard , As cot. However, at no tim e does th e district go against what the National rule book says, but th eir supplement would provide an ex cellent education to any district who is t ryin g to form a Committee. It 's a lot simpler than R oberts Rules. L ike any oth er am a te u r organization where people put in long h ours without pay a nd are th e indep endent sort that moto rcyclist s are in general , problems ca n and h ave ar isen. No ne have y et co m e up that the district hasn 't b ee n abl e t o handle , even th e threatened seccessio n from th e AMA that was ca lled fo r some years ago . T he district is p roud o f themselves an d w ill b e glad to give a hand to any o t h er d istri ct suffering p roblems. Their su p plemental rule bo ok go es ou t to every perso n wh o requests a d istr ic t riding n u m b er . and we're sure t here are some spares available at low cost sho uld . an y one want one for reference . For some tw en t y odd ye ars their sy stem has worked a nd gets better every yea r as new p eople co me into it an d bring n ew id eas a nd changes.
