DMV LIfTS BULTACO BAN is. « ~ w Bultaco has achieved compliance with the Vehicle Code lim its for mo to rcycle noise limits. As a result, the Dept. of Motor Vehicles is again accepting vehicle registration applications for new Bultaco motorcycles. Z W ..J o >o On January 28th, the DMV notified it's branch offices througho ut Cal ifo rn ia that they were to im mediately discontinue issuing registration certificates or ce rtificates of ownership (title only) for any new Bultaco motorcycles. This edict was issued because so me models failed to meet the Richard Brownell (center ) is currently the Mayor of Pomona, California but he is running for the vacated position of State Assemblyman from the 49th A ssembly District. He needs your support and votes for a special run-off election slated for May 9. Brownell isn't o ne of those candidates who says he's on the motorcyclists' side... he IS a motorcyclist and he's been on e for many years. A member of the Barstow-to-Vegas clan (San Gabriel Valley Motorcycle Club), Brownell has a great deal of knowledge about how t he cyclists have been getting the axe during the past several years . He wa nts to go to Sacramento to d o something about it. For those of you who have visited Osteen's Bike Park, Brownell-as Mayor of Pomona-is the one to thank since it was through his efforts and support that the bike park was approved. Both Democrats and Republican's ca n vote for him since it is an open Ve hicle Code requirements for noise limits on street-licensed motorcycles. In defense, the DMV explained that these requirements were established in 1968, allowing the facto ry fo ur years in which to comply. Bultaco dealers were surprised to discover that t he DMV also refused to issue certificates of ownersh ip for dirt b ikes du rin g this past two mon th p erio d. The DMV explained that because t h e law , as written , is a "permissive law" rather than a "mandatory law", it was the DMV 's prerogative to make administrative decisions with regard to what can and MEMBE R OF ~ The Rickman Brothers weren't happy cannot be registered. The DMV 's decision was to apply the re straint to all Bultaco motorcycles, regardless of how or where it was to be used or ridden. The DMV decision to withhold registrations came through written request of the California Highway Patrol as the result of fo ur months of repeated tests on several Bultaco models. Several Bultaco teams worked incessantly to discover the right answer for compliance. Relief finally came thro ugh adoption of a new silencing system developed by Mr. Chuck Raudman of Skyway Silencers, Pacoima, Calif. Bultaco re ports that an insert type silencer has also b een developed by Mr. Ra udman for .p urposes of being fitted to new mach ines currently sitti ng in dealer's showrooms , Follow-up with CHP reveals that as a res u lt of comp laints fro m the field , motorcycle noise testing programs are co n tin uing. Recent tests in Sacramen to probably resu lt in .similar will restrictions on the sale and registration of other mak es of motorcycles.
