Pete Wilson has announced that he will not go along with a legi slative plan that woul d ha ve taken over $8 million from off-h igh way motorcyclists and other motorized recreation enth usiasts. Wilson's anno uncement puts a stop to a proposal, approved earlier by the State Le~slature, that wou ld have transferred th e money from Ca lifornia's Off-Highway Vehicle (O H V) fund to he lp ba lance the state's budget, which was in debt to the tune of about $ 14 billion. The OHV fund, also know as the Green Sticker program, is maintained through fuel taxes and regi stration fees imposed on off-highway riders , and is to be used to fund projects speci fically designed to enhance th e responsible use of off-road vehicl es in the sta te. Regardless of tha t, lawmakers saw the fund as a convenie nt source of income and had singled it out as a pa rtial solution to the state's comp lex budgetary problems. Ham lobbied hard in spite of several legislative obstacles and main tained close ties wi th the governor's office, urging Wil son to block the transfer proposa l. " After the new bu dget pro po sal was passed by the Legislature," said Ham', " it looked as though our mo ney was headed for ano ther legi slative divers io n. But wh ile ru nni ng for governor, Wil son promised that he wouldn 't accep t suc h a p lan to bal an ce the bu dget. We're grateful that he kep t that promise, and that . we have a governor tha t stands by h is wor d." In addition to saving the O HV fund, Wilson's move may also open the door for the long-awaited development of a new riding area at Otay Mesa in San Diego County. In an accompanying sta tement, Wilson sai d, "These funds, collected specifica lly to support the O HV program, have been committed for pending legis lation to support an OHV park."
