As introduced, the Lehman -Levin e proposal , designat ed as H.R. 2929, would lock o ut motorized access and other uses from nearl y 4.4 million acres of Bureau of La nd Managemenu (BLM) administered land in the desert by design ating that vast area as wild erness. The measure, similar to the desert bill introduced by Sen. Ala n Cranston (DCa liforn ia) earlier thi s year, al so calls for a 1.3 million acre expansion of th e Death Valley Na tional Monument and a 200,000 acre en largemen t of the Joshua Tree Natio na l Monument. Along wit h the expansions, the mon um ents wo uld be upgraded to Nati onal Park sta tus. Moreover, th e bill would create the Mojave Na tio na l Monu ment , whi ch wo uld enco mpass 1.5 million acres of BLM-ad m in istered land. Of that tota l, 700,000 acres would be set aside as wilderness. All told , app roxi mately 7.4 million acres wou ld be tied up as wilderness by the bill, wh ich its au tho rs are touting as a "compromise" tha t considers all sides inte rested in the desert. But multiple-use advocates, like AMA District 37 Legislative O fficer Dan a Bell, see it in a different ligh t, "The desert means a grea t deal to th e people who live, work and play there, and we want LO see it pro tected," said Bell. " But this bill wo uld do no th in g to ensure a balance of uses. Wh at it wou ld do is u ndermine the who le concep t of multiple-use and dismantl e a lO-year-old manag ement pl an for the desert tha t . is workin g." .Bell was referring to the existing California Desert Plan , wh ich has been ad min istered by the BLM since 1980. That pl an, whi ch was drawn up after an exhaustive study and hearin g process, concep tua lizes the multiple-use approac h to the managemen t of public lands. But th e Leh man-Levin e bill wou ld effectively scra p the years of research th at went into that p lan , lock up mo re pub lic lan d and con fine resident s, ranch ers an d off-h ighway riders LO fewer areas of the desert , all at th e same tim e. Accordin g to Eric Lundq uist, AMA legislative affairs specialist. "T h is is no comprom ise. It 's a case of two like-minded pol iticians ign oring th e Slated will of the people of Cal ifornia who have repea tedly voiced their con cern th at this legislation isn 't th e right approach to the desert." Lehma n, wh o heads th e H ouse's General Oversight and California Desert Lands Subco mmi ttee, has sch edul ed a Washington hear ing to consider the desert bill on July 30, only eigh t workin g days after its introd uction. "T h is is an o ut rage," said Patrice Davison of the Ca lifo rn ia Desert Coalition. "That's certa in ly not eno ug h time to pre pare testim ony on such an impo rta nt pi ece of legislation. We believe that the hearing sho uld be po stponed u nti l th is fall ." Originally scheduled for Septemb er 22, the Willow ro und ha s been wit hdra wn by track management because of commerical considerations, according to the AMA. The ni ne-race series will now be run in eight rounds. Late news from the French round of the 500cc World Championship Road Race Series is that Kevin Schwantz has in ked a new two-year contract with Suzuki. The Texan finished fourth in th e French GP at Paul Ricard on july 21. The win at the Du tch Grand Prix three weeks ago by Kevin Schwantz was the 16th of his career, putting him one win away from tieing Australian Wayne Gardner for ninth on the alltime 500cc GP win list. After his win in France on july 21, World Champion W ayne Rainey has 15 wins to his credi t and this season's other threetime winner Mich a el Doohan no ha s four career victories. The current active lead er in race wins is Eddie Lawson with 30.
