Sweden 's 637.38 points bested Fin land's 3329.02 and , France's 4043.54 in the Trophy ra nks, while Sweden's 3611.07 bested West Germany 's 5884 .94 a n d France 's 6351.42 in the Junior World competition. T he U.S. J unior World tea m finished fourth with 6654.73 points, while the U.S. Trophy team wound up 12th. The only American riders to earn gol ds were Kevin H ine s (KT M) in the 250cc Trophy class, and K elby Pep per (Kaw) and J immy Lewis ' (KT M) in th e I 25cc T rophy class. In a press release da ted September 6, Tom Getzfrid, 1990 Barstow-to-Vegas chairman, stated th at District 37 believes uns ubsta ntiated an d prej udiced statements made by the Bureau of La nd Management (BLM) in the Enviro nme nta l State ment (EA) along with election year pressure precl udes the time ly issuance of an event permit regardless of actions taken or resources expended by the District. Events that led District 37 to this decision started with the BL M taking from December, 1989, until March, 1990, to deny a legal request for an event permit, and in doing so BLM violated the ' Califo rnia Desert Plan. Resol ution of this ill egal action consumed three additiona l months and considerable resou rces. , A fina l shot was the release of an EA, six months late, whi ch impl ied that a decision had a lready been made th rough th e use of biased words (i.e. potential, possi ble, and may), and whic h fail ed to recognize signi fican t changes made by Distri ct 37 to address environmen tal concerns. T he Distri ct 's board of directors consider these actio ns a breach of faith and feel that 'there is now insufficien t time to comp lete all th e tasks that would in sure a responsibl e event for 1990. Sports Committee District 37 says it will not allow itself to again be criticized for poor man agement as it was in 1989 due to changes forced upon it at th e 11th hour whil e the permit was " being held hostage." Distri ct 37 feels that th e injustice of the BLM's curre nt acti ons , bolstered by the so-called environmentalists' desire to never offer an alternative to B-to-V has totall y fru strated th eir attempt to conduct a respo nsible event, has created an atmosphere of di strust and places th e responsibility for any protest rides on th e BLM. This Thanksgiving weekend, District 37 will co nduct, as plan ned, its dualsport an d road rid es, and encou rages its members to participate in these legal even ts. District 37 intends to proceed with actions required to obtain a permit for a 1991 Bar stow-to-Vegas race. Jimmy Filice, the 1988U.S. GP 250cc winner, re tu rned to Lagu n a Seca Raceway on August 30, for his first roa d race test session since an au tomobi le accident sidel ined him back in January. "I feel really good," said Filice afte r hi s first dozen laps. Filice said the peri od of inactivity "was a ll . just like a bad dream , bu t I' m back."
