Funds provided for California's Hungry Valley OHVarea By M ike Bishop G LENDALE, CA, MAR. 16-17 The Ca lifornia Off Highway Motor Vehicle Recreation Commission met in Glendale and released news of special interest to Los Angeles and Bakersfield area rid ers. The commission announced that 800,000 had been a ll oca ted for preliminary plan s, working drawings a nd preliminary site preparation of a n off-road racing and exh ibit a rea in Hungr y Vall ey's Quail Canyon. Former Assemblyman Bob Hayes said, " It's abo ut time we finally hav e some cooperation between th e Department of Parks and Recreation and the 51st District Agricultural Association. I was instrumental in passing the enabling legislation 12 years ago, and r am very happy to see some progress. " Hayes was referring to a bill that allowed the Agricultural Association funding and la nd to put on a 10day OHV Fair each year. The fair will feature motocross, mud bog racing, sand drags and an exhibition area. Agricultural Association spokesman Ted Nauman said, " We anticipate up to 18,000 people each day and a total of 50,000 for the first event. " The commission was told about a plan to allow permitted OHV use in Anza Borrego once again. Director Henry Agonia is forced to come up with a permit program because there is pending legislation that will require him to do so. Cecil Green 's SB603 calls for a process to be in place by 1991. New s of a vo lunteer handbook was brought out in the deputy di rector's report. One attendee commented, "First it was liability insurance on your ATV, then it was wait for a volunteer coordinator to be hired, and now it's wait for a vol unteer handbook. Why can't the State get its act together like the BLM and the . Forest Service?" It was also revealed th a t bo th Portervill e and San Bernardino have received OHV funding and aren't providing OHV enthusiasts nonracing opportunities. The commission asked staff to start legal action to have the two either refund the funding money or expand the use to include casual riding. In 1983 the commission allocated $2 million for the Frank Raines project in Stanislaus County. The county is now in danger of losing the funds du e to reversion back to the State if a resolution reapplying for support is nOI received by July I. Riders in th e Central Valley wh o use the Frank Raines area are urged to light a fire under th eir board o f su pervisors. San Diego 's Otay Mesa OHV Park is getting a second cha nce as it appears th e property owner is ready to deal. San Diego County users have a great deal of su pport in Supervisor Bilbray who has worked hard to get this project resurrected. Work on acquiring the Rough Acres Ranch in eas t San Diego Co unty is progressing forward. If acquired, the ranch wou ldsignificantly en large th e McLain Valley O H V Area. Property purchases take a long time due to the checks and , balances fac tored into the ' bureaucracy and most property is lost to other buyers because the sellers can rea lize instant payment.
