Reagan's a pproval came after the U.S. Intemauonal Trade Commission advised Reaga n that ear ly terminatio n of the import tariff wou ld have no sign ificant economic impact on the domestic motorcycle in dustry. The im port ta ri ff-rate quota began on April 15, 1983 to allow Harley-Davidson to regain its competitiveness. The van is equipped with the hand controls that are necessary for Chandler to operate it with. The only thing it is lacking, according to PRBF's Penny Nicolai, is a' lift. "We're hoping that we can raise $4000 for the lift as soon as possible," said Nicolai, "because Danny needs one to get into the van." Chandler, the only rider to ever win both motos of the Motocross des Nations and the Trophee "des Nations, was paralyzed in a race accident several years ago.
