DEC IS The Consumer Product Safety Commission voted today to ask manufacturers to voluntarily cease the production and marketing of scaled-down ATVs designed for use by children under age 12. If manufacturers fail to comply with the CPSC request, the commission may force compliance through a mandatory federal ban. "TheATV is not just another little tricycle that any child can safely ride," said Commission Chairman Terrence Scanlon. "Even the smallest of AT}/s is a relatively heavy, motorized recreational vehicle that can tip over, or roll over, bringing serious harm to even tbe most capable of child riders. "Parents, along with industry representatives, should be forewarned of the dangers associated with letting children under 12 continue to ride ATVs," Scanlon said. "It is my hope that neither group will wait for the commission to act before taking appropriate corrective action themselves." Following brief discussion on the issue. Commissioners voted 2-1 to notify manufacturers that the CPSC' urges the voluntary removal from the market of child-size ATVs. The motion included a provision that delays any action by the commission until industry representatives have had ample time to respond to the CPSC request. The action was taken before a crowded congregation of interested onlookers, including executives from the Specialty Vehicle Institute of America, an editor from Cycle News, representatives fTom most major ATV manufacturers, and several reporters from local media and the national press. Carol Dawson, the lone commissioner to vote against the measure, said the CPSC has not compiled statistical information proving that children riding scaled-down ATVs are at greater risk. In fact, statistics from an IS-month, $2.2 millon federal study of ATV safety hazards, conducted by a special CPSC ATV Ta k Force and released late last year, suggest that most children who are injured while riding ATVsare injured on adult-sized models. Paul Golde, director of safety standards and technical programs for the SVIA, feels thatchildren ridingchil~ sized ATVs are not exposed to unreasonable risk. .
