According to information received from BLM State Director Ed Hastey, "Contained within the law [FLPMA], Section 601 was introduced by Senator Cranston for establishment of the California Desert Conservation Area ... [in which] Congress stated the purpose of this section [is]to provide for immediate protection and administration of the public lands in the California Desert within the framework of a program of multiple use and sustained yield and the maintenance of environmental quality." The Los Angeles Times, in an editorial of October 13, 1980, said of the plan, "IL is a balanced plan no one group will be entirely happy with and that's a good sign." O££-road organizations seem to agree that while they are not in total concurrence with the CDCA plan they can live with it. Sears Point Road Race, May 17-18: At the LOp of the Bay sets the first of two western road races this year. This season Sears also hosts the first showing of the Formula One bombs and bullets that were not run at Daytona. There is a new point system as well for the pavement pounders with Camel points to both Formula One ' and Superbike class riders in the LOp 14 finish positions in each event. Sears Point is a tricky rider's course tbat has taken its LOll of man and machine in past years. Rainey won here last year in the Formula One class with Fred Merkel and Kevin Schwantz splitting a twin Superbike bill. Rainey was the Sueprbike winner here back in 1983. This makes for an excellent series for openers in 1986. Everything but a short track quarter mile, which appears LO fast becominga race of the past. Shobert was the big winner in the Spring "Series" last year with Springsteen, Boody and Rainey also grabbing wins. Bubba carries the big and often heavy number one this time. Jay would like to have it back just one more time and Boody would like to have it anyway he can. IL is . now also time for Wayne Rainey to allempt to become the next Superstar in road racing.
