Guest Editorial State capitol observations Several weeks ago , I wrote an article about the Governor's propos al to take $8.5 million out of the "Green Stickie Fu n " in an effort to balance this year 's bu dget. That effort is still very much alive, although the legislature might put it to rest this week. AMA, CORVA, the four-wheel-drive people , and others have hired a lobbyist to work on this issue. The new lobbyest, George Miller, tells us that new budget negotia tions between the Governor and the legislature have so far placed our fund "off lim its" for any money grabs. If you haven't already written your legislatore, it is still not too late to let him know that the OHV Fund moni es were collected for one purpose, to prov ide use areas for off-road vehicles. Let them kno w th at you will not be ha pp y if they vote to spend these monies for an y other purpose. On another note, the bill which was int roduced on beh alf of off-road vehicle groups , AB 2397 by Assemb lyman Bruce Young, will probably be heard in committee on Mar . 31. Most of the major ORV groups have sen t Young an official letter of support. These letters are improtant. Letters from individuals to your own Assembly- man and Senator are also important. AB2397, in case you haven't hea rd , will remove the Off-Hig hway Vehicle program from the control of the Parks and Recrea tion Comm ission (which is totally environmentalist) and put it under the control of a new OffHighway Vehicle Commission. The new AMA/CO RV A/four·wheel-drive lobbyest is also working on this bill. Speaking of CORVA, their annual convention is this weekend in Bakersfield. CORVA president Chuck Hollings. worth announced that the meeting is open to all interested ORV people, whether or not they are members of CORVA. As of now, BLM State Director, Ed Hastey, is scheduled to talk about BLM issues: the Desert Plan Amendments, prospects for a legal Bto -V race, and anything else we care to discuss. Assemblyman Don Rogers , will be on hand to update us on legislation and the latest on our efforts to kill the Budget "rip off." Also in attendance will be a representative from the Forest Service , a .rep from the State Parks Department to tell us about the Grant Program which will provide some new riding opportunities. The State Parks consult· ants who are working on a statewide ORV T rail Plan will also be on hand to explain the proj ect , and to talk ab ou t your favorite ridi ng areas for incl usion to the plan. Besides all of this there is plenty of time planned for fun stu ff.
