AMAcalls DOE fuel plan r-~------------------------------------' 95percenf favorable o 00 ~ .-4 WESTERVILLE, OH, FEB. 18 The U.S. Department of Energy released its proposed Standby Federal Emergency Energy Conservation Plan and the American Motorcyclist Association has called it "95 percent favorable." The plan, required by Congress in the Emergency Energy Conservation Act of 1979, is a grou p of proposals to reduce national fuel consumption during a crisis. It is not the plan under current consideration by DOE. AMA testified before DOE during the plan's development. Elements of the plan relating to motorcyclists follow: -- Motorcycles and other two or three· wheeled vehicles have been excluded from a $5 minimum purcbase plan. -- Although most states, including California, have exempted motorcycles from odd-even gaaoline purchase plans, DOE refused to do this. AMA is pressing DOE to reconsider its decision. -- The 55 mile per hour speed limit will be enforced. -- Motorcycles and mopeds have been excluded from a plan to require private vehicles to be left at home at least once a week. AMA's opposition to this guideline is that motorcycles provide a fuel-efficient form of transporta tion. -- Off-road motorcycles have not been banned, although some other recreational transportation came under tbe axe. Following a 90-day comment period, the plan will go before Congress for approval. AMA's staff will government relations monitor its progress carefully, according to Government Relations Director Ed Youngblood. He added, "For the most part, we are satisfied with the plan. Motorcycles have been adequately 'Or favorably provided for in most areas-specifically exclusion from minimum purchase, vehicle abstinence plans, and the fact that recreational motorcycles ha ve not been prohibited. "The one area of the plan we are not pleased with is the odd-even gasoline purchase recommendation," Youngblood said. "There are good arguments, logical and historical, that motorcycles should be excluded. We .will continue to press DOE on this question. Youngblood said that the plan also recommends priority parking facilities for "high-occupancy" vehicles. and that AMA will continue to communicate with DOE to expand this idea. He said, "Obviously it is a good idea, but I don't think DOE has carried it far enough. Priority parking should be provided for motorcycles as well since they offer the same passenger-miles per gallon advantages as high-occupancY vehicles. II "In view of the many aspects addressed in the plan. motorcyclists have come out quite well, and we are pleased with most of the provisions for our type of vehicle. Aside from the failure to exclude motorcycles from odd-even gasoline purchases I would call the Plan 95% favorable toward motorcycling," Youngblood concluded. The 80's are here.
