AMAaccuses EPA of efforts to influence public hearings on motorcycle noise control FAMOUS _ _ WESTERVILLE, OH , APR. 24 In aletter to Mr. Douglas Costle, adrrfinistrator of the U.S. En vironmen tal Protection Agency, the go vernment relations de< partment of the American Motorcyclist Association has strongly objected to wha t' it feels may be efforts on the part of EPA and its regiona l office to influence the outcome of public hearings on proposed motorcycle noise regulations schedu led to open in Anaheim, California, on April 28 and extend to hearings in Washington on May 9. AMA has brought to EPA's atten tion an article appeari ng in ·t he St. Pet ersburg Times on April 24, encouraging senior citizens to turn OUt for public hearings in tha t city on May 5, and telling them that motorcycles damage hearing, ra ise blood pressure , create viral infection, and cause birth defects. The article was accompanied by a pictu re of E PA spokesperson Jill Lucas and her quote" . . . we expect all the Hell's Angels to complain about the rules . In 51. Petersburg we're hoping all the people will come OUt and cheer us." . AMA has also become aware that EPA 's Regio n 5 office in C hicago has a traveling spokesman. addressing city councils on motorcycle noise , encouraging them to establish and enforce noise ordinances that predate proposed federal standards by several years : ' based on recommended testing procedures that are in direct conflict with Q those recommended by the feder.al office of EPA. Reminding Costle that EPA played for public sympathy against motorcycles by publishing suggestive and fa lse information in its "Noise On Wheels" pamphlet earlier this year, AMA has accused the federal agency of vio lating a ll principles of fair and open pub lic dialogue in an effort to stack the deck in favor of proposed regulations that will put a $200 million per year burden on the American consu m er in return for doubtful benefits . In its letter to EPA, AMA concludes , " .. . . we now have two ind epend ent matters at hand : the nois . proposa ls themselves .
