A lot of people at the worksh ops have asked how these co ng ression al d irectives ha ve been .prost ituted into th e new criteria. There's no answer. What then ca n th is effort hope . to accom p lish? Surely. Congress won 't ban us' from logged. mined. drilled . grazed . a nd roaded areas. You 're right - they won 't. Those vested interests will see 10 that - as will the law itself. But that's not where M. Rupert Cutler is go ing. ..The Forest Supervisors are to select by September 20 areas tha t should become wild erness. th ose that require further study, an d those that flunk. These selections go forwa rd to threem "c ore team" in the Department of an Agri culture for further screening. One. Mr. Davis , is an ex-staffer of the Wilderness Society. Representative democracy. The Administration is to present this team's final selections to CongTess. • But th ey don 't have to - Congress didn't dire ct the cond uct of this study. In fa ct , th ey've had little involvem ent . Wha t will prob ably happen is th at the "core team" will select some a reas th at just ca n't wait for Congress to act . too threaten ed - maybe by ORVs. .) Bingo. In stant wilderness. How ? The Presid ent issues a n Exec ut ive Order creating a speci a l management dire ction fo r t hese a r e a s. No t wild erness. m ind you , only Congress ca n do tha t. but no OR Vs - not until Congress acts, and t ha t could be yea rs. Or easier yet . the Secretary can admi nistratively cre a te a specia l area . R em emb e r t he Forest Service 's Pri m iti ve Areas? No bi kes. Never. Congr ess isn 't even asked to review it. It can't go down ex a ctly instantly tho ugh. They'll have to prepare and circ u la te an enviro nm ent al im pa ct statement. They'll say ORVs will be barred a nd tell what a good deal that i5.- We'll ge t to comment on that. Scream . Holler. Probably won't help . The only effe ctive action would be to take Agriculture to court - say th e EIS was inadequat e. The costs are too great. The en vironmentalists do it all the tim e. Remember the snail darter, th e lousewort fern? It costs money though and it takes organization. Not a good place to fight - but possible. Is all of this go ing to affect you ? Ma be. There are 2.3 million acres of ores t lands in ventorie d in Arizona. T hat's 23% of th e total non-wilderness acfes. There's 46% of th e T onto Forest mark ed off. Ok ay, what to do then? W e forget goi ng through the Forest Servi ce the environmenta lists a re a hea d of us there. T he local Forest personnel will probably agree with you b u t th e controls a re a t the top a nd in th e wro ng hands. It woul d be futile. For get J immy of Plains as well. He's not sympat he tic. Those folks are supposed 10 represent us. They've not been 100 in volved in this so ar and probably don't yet know the impacts of this , the wa y the concept of wilderness is being prostituted. It 's time we told th em. We won 't be alone. Those vested int erests are in th ere now - a little word from th e folks at home could finish convincing th em . It won 't be easy.
