Semis " With 12 riders in the National and ~wo slots left to fill. the semis gridded. ' Mike Kidd made up for his poor start ' in his heat by lea ding Semi One flag to flag on th e Mert Lawwill Racing Products Harley. (T he starting light system used at all dirt Nationals was not used here wh en it was deemed that the 't ra ck sta rting lights might be mis leading.) ' Rickey Campbell ran flag to flag in sem i two , but it wasn 't easy. Campbell had openi ng lap cha llenges fro m Skip Aksland's John Apple Harley and then "a bou t midway found himself with ' R a ndy" Goss ho unding him . Aksland ' ~h e n ca me up to j oin th e batt le. On th e final lap Goss and Campbell ran side by side down th e ba ck straight and through turns 3-4 . T he final few feet d ecid ed it with Campbell holding off Goss by a bik e len gth . Trophy race Da vid Aldana . a fter ho ld in g off a . number of challenges by Randy Goss including one where Goss took th e lead away briefly , seem ed headed to an easy victory in the Trophy ra ce . However , Dav id 's rear brake dis c came adrift and he slowed dramati cally , finally heading for the pits on hip 10. Goss went on for the win .with Aksland shadowing him to t he nag. National It was Nationa l-numbers-onl y time as the first ha lf mi le Nationa l of the season gridded . Springer too k the inside po le ("1 want a straight shot to the corner that will push the rest of the pack high int o th e marb les th en I'll scoot away in turn two .") of th e . eight /six starting grid . Bo od y , Robert s , Hank Sc ott . Po o ve y , Morehead . Keener and Johnson filled the front row with Garv Scott , Eklund , Eves. Drake , Campbell and Kidd ho lding down th e ba ck . . Kidd put the jum p on the sta rter from th e ba ck ro w a littl e too well a nd brought out the red flag . On th e reo sta rt Kidd was ca ug ht pull ing back when the green flu tt ered. Morehead found immediate daylight a nd sp lit followed by Poovey, Keen er, Springer , Boody, Hank Scott , Roberts and Eves. On t he second lap Eves coaste d to the finish lin e without power in one cylinder. Later it was discovered th at he had apparently hit o ne pet cock with h is kn ee and sh u t it off. Morehead co nt in ued to fly and opene d a lead using a high line th at cost him his chance fo r victory on lap fou r. He . ca ught the 'sidecase the n hit a bump and th e result ing act ion put h im into the hayba les of turn two. . Moreh ead 's bad luck put Poovey int o th e lead with Keener br eath ing o n his rear ti re. Keen er wait ed two la ps th en swoo ped Poovey going into turn on e. Sp ringer dropped Poovey com ing (Co ntin ue d to page 56 ) r r on the environment as pertains to off-road veh icle use on pub lic lands. Copies of the Presidential statement were distributed to the involved agencies on Monday, May 23 , at 4 :00 p .m . Further details will be p u b lished as they are made available to us. Th e President issu ed an Ex ecutive Order amending Executive Order 11644 on the "Use of Off-road Vehicles on th e Public Lands " requiring agency heads to close portions of the pu blic lands to the use of off-road vehicles if such use will cause or is causing considerable adverse effects'on the soil, vegetation, or other values of the public lands. Th e amendment also authorizes f ed eral agencies to' adopt the policy that portions of the public lands sha ll be closed pending the com-pletion. of studies as to their p erman ent designa tion as suitable or n ot suitablefo r use by off-road vehicles. . This amendm ent will n ot result in an arbitrary or blank et closure of the public lands. Moreover, ,it will only affect those offroad ve hicles . actually responsible for en vironmental damage .
