What prompted me to write this letter was re ading in Cy cle News and then seeing on television , Ten Kezar, former No. One Women's National MX Champion . who as of lately switch ed to jumping. How many young kids and ad ult s will either tr y to imitate h er or associate motorcycling to jumping? Ride on the MTA This is in re sponse to the paragraph under " The Latest Poop" wherein y o u str o ngly criticize the Motorcycle Trades Associatio n (MTA) for its support of the United States Environmental Protection Agency's (EPA) recent memorandum to us concerning t heir regulate aftermarket in te n ti o n to exhaust systems separately from or iginal equipment. . Under the Noise Control Act of 1972, passed by Congress and signed into law by the Presiden t, the EPA is required to ident ify m aj or noise so urces subse q ue ntly , promu lgate a nd regulations to red uce public annoyance. Having ide ntified motorcycles as a major no ise producer , the EPA is mandated by that Act to propose regulations by De cember 19 76. In setting th ese regulations, 'th e EPA has comp lete lega l.au thority to propose such rules as "non-degradation " and "anti-tam pering" ; the former meaning that an aftermarket replacement exhaust system co uld be no lo uder than the original equipment, regardless of the overall Federal noise limit, and the changes to the original equipment exhaust system unless it was cer tified to be equal or superior to the original equip ment in noise reducing performance. Another option for the EPA is to leave the entire matter of regulating motorcycle exhaust systems in the hands of State and local authorities. Surely yoti can see a manufacturer's or distributor's dilemma in attem pting to co mply with po ssib ly 50 , or even hundreds, of local reg ulations; and ho w ab o ut the m o torcy cl ist traveling fro m one sta te or co mmunity to an other? If the p urpose of your statement was to generate co nsu mer interest so as to influe nce these up-coming regulations, then be aware that y o u are four years late the mo to rcyclists' elected representat ives passed the No ise Co ntro l Act in 1972. However , it is no t too late fo r th e moto rcy clist to realize t hat re movi ng ba ffl es from ordinarily q uiet mufflers , using m egap h on es, and straigh t p ipes will o nly lead to even stricter co n trois ove r his sport in the fu ture. - The MTA has spent many m an-ho urs an d m uch of o ur members' dues in The track is on e mile long with rolling valley s, several short steep uphills and woods. There are hardly any artificial obstacles. It 's 20 (plus).feet wide and the track is hea vily watered. Promoters relationship to the riders is excellent. Prof ession al races held at Cyclerama include the Tex -AMA qualifiers, AMA 125 National and the Texas Motocross Championship. Cyclerama is an excellent track blessed with a good promoter, f ine facilities, perfect terrain. but th e type of soil that's slippery when wet and hard . when dry. Good luck . . .
