In order to legally "effectuate" its motorcycle emission standards, California must ' first obtain a waiver from the Feds under section 209 of the Clean Air Act. A public hearing on the request for a waiver has been scheduled for the Los Angeles Convention Center beginning at 9 a.m., May 27 . . Any interested person can make a statement at the hearing or file written material for the record by filing notice of intent with the Director, Mobile Source Enforcement Division (EN-340) Environmental Protection Agency, 401 M St. , SW, Washington, D.C. 20460. Notice deadline is .May 14, . Participants at the hearing, to really help our cause, 'should bear down on these issues spelled out in the law : "1) Whether the California motorcycle emissions standard is required to meet compelling and extraordinary conditions in California, and 2) Whether such standard and accompanying enforcement procedures are consistent with section 202(a) of the (Clean Air) Act, in particular wi jh respect to their technological feasibility in the lead time remaining." This is just one barricade on one front of a multi-front war. The issue is life -or-death, not just fOJ: the Japanese biggies wh o su pp ly ' the current market, but for any hope of a viable American motorcycle industry co ing forth within this decade. If motorcycle emission controls, as now proposed, go' into effect unchallenged, the effect is going to be painfully apparent, to everybody street .ri ders, motocrossers, trail riders, p ro fessional racers, no groups will escape unharmed. It will just take longer for some to hurt than others. If we win here, it's . the first nudge in swinging tfie heavy pendulum of government back the other way; and more than just bikers wiH thank us. What we need now is lots of peepIe willing to do their homework and show up May 27 prepared to lay down some intelligent, well-reasoned commentary. If the shoe fits, get bu sy. .
