It is reapp ortioned back to th e various BLM distric ts which collected it on a fiscal-y early basis. In other words, the money th ey're spen ding in the California desert now was collected in the fiscal year ending June 30, 197 5 ; and t he money they 're coll ecting n ow will co me back to us after J uly I , 1976. The time lag is a of the Federal built-in fact , cash-handling process. . How is t~e " 9 200 money " being spent once it co mes back? At present, the greater part o f it is programme d to pay newly hired ranger Mike McCal l's salary. McCall is detailed primarily to process SLUP app licatio n s. On Dec ember 12 , when the Senate voted 52 -37 to approve just such legislation , Sen ator Dole 's name appeared in t he Congr essio nal Record as o ne of the 37 " Nay " votes.
