Wh at shou ld be ap parent by th is ti me (b u t I do ubt if it is) is tha t th is is th e first, very tiny step in the process of ' acqui ri ng a m ot orcy cl e trail system . Obviously, many things can kill the plan b efo re it ever gets m ov ing, and certainly will unless there is a co ncerted effort on the part of quite a few de dicated pe o ple. In ge lling t his amend ment in Mr. Dunlap ' s b ill, Russ Sa nford and I made th e assu m p t io n t ha t th e re we re a large number o f cyclists wh o wanted a trail sy st em, who would help to bu ild i t and to see th at o ther rider s were tra ined to use it pr op erl y so tha t it would no t be lost. Neither Ru ss nor I kn ow if this is a w arranted ass u m ptio n . It is quite po ssib le th at th e maj ority of riders are co n ten t t o stay in rel ativel y small areas wh e r e th e r e stri ct i on s a n d responsibilities are re lati vely nil. If Ru ss and I are wrong, this portion of th e bill will be noth in g but a mem ory in a very sh ort t ime . But for th e moment, I'm goi ng to con ti n ue with the assum p tio n th at we were rig h t. Now the re is so mething subs tan tial which has been adde d to his bill regarding off-road vehicles wh ich he will prob ab ly leave in becau se it was unan im ou sl y app ro ve d by th e Recr eational Trails Co mrni ttee. But is he happy ab out it? Will he defend th at cla use in the com m ittee he arings? From th e ton e of th e rest o f th e bill, my guess is t ha t Mr . Dunl ap is a fairl y dedi cated en vir onmentali st, so h is altitude toward us is go in g to depend upon whether he th inks ( I ) that there are en oug h o f us wh o would enjoy scenic trails suc h as his bill descr ibes to warrant the e ffort and expense involved, and (2) th at we can use tr ail s responsibly. Somehow a notion has be come pr evalent th at cyclists like areas. ra th er th an trails. an d th at it can be a ssu m e d that anyw h ere we ar e allowed will be an area of t o tal de vast ation , not too unl ike Europe after At til a th e Hun, or V ietnam afte r Nixon . We must co rrec t th is image and co nvince people thaI we can use trail s wi th a t least as much ca re an d re straint as th e average hik er and a lo t m or e th an the average horsem an . So write 10 Representative Dunlap and tell him th at yo u will appreciate his efforts o n yo ur be ha lf and tell him exactl y wh y yo u wan t so me tr ails and wh y you don ' t want to be relegat ed so lely t o th e pl aypens. If you like 10 fi sh , h un t , ca mp , or ph o t ograph wild life, let him kn ow so th a t he can figh t for tr ails for you without feeli ng like he is selling out his share o f th e eart h.
