Land Management Land Management is a highly con troversial topic, especially in California. Many people get very upset when the topic comes up, and automatically assume that it means taking away their riding areas. Land Management plans are quite often perceived as huge threats that do not materialize. The key factor in determining either detriment to the cover. However, given no input, or only name-calling input, there are few government agencies that will respond positively. One of the hard lesson~ to be learned from the California hassles and a lesson that can be used to make rider-oriented land management plans more possible in other states is that screaming, demonstrating and calling the government n~es does not change anything. Public participation (this means you) in public land use planning determines to a large part what form those plans will take, but only constructive, calm, rational input makes much difference. In 1974 more and more land use plans will start under the order of Executive Order 11644 and will be made public for comment. What form those plans, (ordered for every single chunk of federal land) will take as far as off road vehicle (including bikes) use goes will depend upon how much effort bikers will expend to rationally and reasonably supply the involved federal agencies with hard facts when the plans come up. Those facts would include wh y the biker giving them the informa tion likes the area, how often he rides there, how much money he spends related to his riding enjoyment in that area, how much fun he and his buddies and his family and his buddies' families have riding there, etc. I n I 974 there will be more acceptance of the "direct dealing" approach to land management plans, over the previously popular "yell and write irate letters calling names" techniques pioneered by some California off road vehicle groups. By and large, the various plans will be successively more liberal in respect to ORV use. sport or reasonableness is public reaction and participation.
