Meanwhile, the leading six motorcycle manufacturers met at a Motorcycle Industry Council (MIC) sponsored meeting in Las Vegas to discuss ways to deal with the "fuel shortage" in this country. MIC, House Bill 11450 was introduced into the House Interstate and Foreign Commerce Committee by Committee Chairman Harley Staggers (D-West Virginia) on either November 13 (MIC) or November 29 (Holifield). Goldwater, Jr. (R-California), the chances of getting fuel for recreational use (such as riding your bike for purposes other_ than. going to work or school) are "pretty nil" if the bill is passed into law without an amendment Goldwater is sponsoring. Goldwater's amendmen t is designed to "provide for the equitable distribution of gasoline to all classes of users", including recreational users. Goldwater is an avid dirt rider. . On November 20 Senator Henry Jackson (D·Washington) introduced into the Senate Interior and Insular Affairs Committee (of which he is chairman) a similar bill, numbered SB 2589. In addition, other bills aimed at dealing with the "crisis" were popping up in every state legislature, and ~proponents of all manner of plans to meet the situation were seeking to " promote their own plans at every level of government in every jurisdiction everyone had gotten on the bandwagon. Referring to bills in troduced in the House Public Works and Commerce committees, one of Congressman Holifield's aides charged that no lobbying representing motorcyclists and their interests had been dom: by anyone as those committees worked on their legislation. When asked about this charge, Dennis David of the MlC pointed out that with the incremble avalanche of bills all over the place the MIC just did not have the manpower to run down every one and lobby the representatives involved. The two bills that so upset the industry (HB 11450 and SB 2589) before their apparent nature was learned are both pre-<::mptive bills. This means that they will, if passed, override and overrule any legislation passed on state or local levels aimed at the energy situation. Both bills are still in committee. According -
