The Professional and Amateur Safety and Enginee~ing committee had discussed the proposal to delete the "muffler" rule at length and had decided to pass the proposal in order to hear more delegated opinions on the controversial rule. The previously mentioned vote count sums up the opinion of the majority. . Wave number two concerned itself with a proposed gas limitation for Professional road racing. The proposal as submitted allowed 4.2 gallons of gas for a 75 mile road race, 5.5 gallons for a 100 mile race, etc. with all the amounts equaling approximately 18 miles per gallon. Powell Hassell, District 9 Congressman and the proposer, spoke at length, both in commillee and in Wednesday's general business meeting, on the merits of such a rule. He stated that the main reason the proposal had been submitted was that road racing, per se, was in trouble in this country as indicated by the poor spectator turnout at most AMA National road races this season. Hassell, a Harley-Davidson dealer and an active racing sponsor and enthusiast, admitted that four stroke machines could no longer compete on an even level with the twO stroke 750's. He, along with other delegates, felt that the public would soon tire of domination of road racing by two or three manufacturers and that National road racing would quickly deteriorate to the status of TT racing in this country. The rule that Hassell proposed was eventually defeated by a roll call vote of 32-23 and yet in defeat it planted the seed for action to equalize competition. Kel Carruthers, a delegate from Yamaha, did not care for the gas limitation rule but stated that he would go along with any rule that he felt fairly equalized competition and, what he felt was most important, lowered the lOp end speeds that road racers are now obtaining . Carruthers strongly felt and expressed his belief that both Harley-Davidson and Triumph had not "done their homework" and that it was his feeling that the four stroke racers could be made much faster by some strong factory effort. He further stated that in his opinion the gas limitation rule would only serve to lessen active participation by many manufacturers because "my 350 watercool.ed racers would win everything for they now can achieve the 18 miles per gallon that the rule would require." Bob Hansen chastized the four stroke manufacturers for requesting such a rule and in passing mentioned that he didn't see any Kawasakis winning dirt track Nationals and yet his company had not requested that the four strokes be handicapped so that Kawasakis would be competitive on dirt. Before, after and in between the above two points of controversy many rule proposals were ei ther passed or defeated. We'll touch bases briefly in the various competition departments. PROFESSIONAL Regional Championship points may now be earned by a rider who post-<:nters. The pre-<:ntry fee remains at $10 while a post-<:ntry fee of $25 was established for the 1974 season. Riders who post-<:nter a National Championship will not receive any National Championship points. To stop some of the classic acting performances that are staged from time to time a rule was passed that states. "If an event is stopped for a fallen rider who requires apparently medical attention, IS unconscious, or badly injured, that rider may not restart the event." Race meets, except National Championship races, that run qualifying heats for Experts and Juniors at the request of the promoter shall be paid a minimum of $20 each heat broken down $10, $6, $4. The money must be extra and above the advertised purse. National Championship programs have been changed and for 1974 the first three finishers in each heat will advance to the National while only the winner from each of the two semis will advance providing a maximum of 14 riders for both short track and half mile National finals. National points will now be awarded down to twentieth place in all Nationals. If less than twenty riders are scheduled In the final, the number of unassigned points will be awarded to the top number of finishers in the Trophy main. Riders are now allowed to enter a non-sanctioned event as long as there is no similar AMA sanctioned event within a distance of 300 miles and within a time of 48 hours of the event entered. A compression release is now accepted as an engine stopping device and may be used in lieu of a kill bulton. Rubber or plastic covering on foot pegs, brake pedals, etc. is not required on motorcycles entered in motocross, enduro, hare and hound, hare scrambles, trials or observed trials competition. In hopes of attracting more manufacturers to, the lightweight road races the minimum amount of approved machines will be 25 rather than the previously required amount of 200. The rule will allow for 250cc two-stroke, multi cylinder engines, 360cc for two-stroke single cylinder engines and 360cc for all four-stroke engines. All entry forms for all National Championship and International MX's shall be postmarked 45 days before the meet. Change that figure of $1,200 to $900 where your MX rule book states that a promoter may charge you an admission fee in addition to your entry fee. That one required a roll call vote and was passed 26-19_ At National and International MX's the rider is Ijmited to a maximum of two mechanics. Rider must inform clerk as to the names of the mechanics. This, hopefully, will cut down on pit congestion. A rider may enter only one class in National and International MX meets. National numbers will be awarded to motocross riders on a separate basis, not using the Grand National Championship numbers. A numberonewillbeassigned to the National Champion in both the 250cc and the Open class and the remaining n umbers will be assigned according to combined National points. You must be a United States citizen to earn National points. AMATEUR In hopes of stopping class jumping, etc. the following rule wiII be part of the 1974 rule books. "At meets wllere motorcycles need not be approved, the upper limit of the class shall be the maximum displacement allowed with .080 overbore, i.e., in the 101-125cc dass, the maximum displacement will be 125cc plus .080. For classification purposes the actual displacement less .080 will be used." . Motocross. scrambles, dirt track, road race and speedway courses must be checked in advance and approved by a credited AMA official such as the district congress representative, district referee or regional field rep before a sanction will be granted. In enduro meets the mileage at any secret check must be computed from the last k.nown control in whole tenths, and the time there to must be computed to a whole minute. Also, enduro riders shall be penalized 50 points if state required equipment is not in working order at the end of the event. A list of the required equipment shall be posted at the start of the event and the riders so instructed. No rider will be allowed to start if state required equipmen t is not working at the start. These items include mufflers, brake lights, license plates, lights, etc. Road riders now have a new even t • the Trash Run. Trash runs are events in which contestants depart from a designated spot and perform a community service by gathering up litter within the area. No restrictions as to containers as long as they are not detrimen tal to safety. Promoting clubs must provide a scale on which collected trash is weighed. Trophies are awarded on the weight of trash or lilter collected by participants. As one delegate put it, "Some guys migh t as well throw their bikes on the scales."
