The only real, discemilile difference between voluntary and involuntary helmet wearing, as far as safety is concerned, is approximately one percentage point in favor of volun tary self protection. Even though that difference is on the side of individual rights, it is not enough to argue abou t when there are SO many more important motorcycle safety matters. Meanwhile, the hassle and harassment, ' the damage to motorcyclists' dignity and the risht of an individual to determine his own best interests marks the helmet law as one of the meanest, dirtiest tricks that a government of, by and for the people continues to perpetrate upon a minority of ufree" people.' Under questionjng, Buchanan admitted that he was puzzled by one fact in their survey. Apparen t1y the Michigan group suffered a significantly higher number of serious head injuries per accident than the Illinois riders. He tries to explain thjs away by claiming that Mjchigan is more rural, while nJinois is more urban, and that rural accidents might happen at higher speeds than in a town or city. At least he hopes so. Otherwise the DOT's own study would suggest that that extra few pounds they make you strap on your head may be responsible for a lot of human vegetables that might otherwise be whole, or else perhaps, dead.
