Where You Can't Ride and What You Can Do About It by John Ulrich Ever wonder why you can't ride your motorcycle into O'Neil Park in Orange County, California? I did, and when park rangers informed me I would have to' pus!> my stock Honda CB450 if I wanted to enter the park., I decided to look in to the matter. It seemed that dealing with a County would be child's play after having wrangled interviews with top California governmental executives and legislators. However, it didn't tum out that way at all. A call to Coun ty Supervisor Caspers' office, . since O'Neil Park is in his District, yielded only a conversation with his assistant, Jerry Fuentes. He referred me to Orange County Harbors, Beaches, and Parks Director Kenneth Sampson. A call to the Director connected me with a secretary who decided she would connect me with Larry Leaman, Chief of Operations for the district. Luckily, Leaman was willing to talk to a mere reporter for a motorcycle publication, and turned out to be an en thusiast of thundering velocipedes himself. It seems that operation of motorcycles within the park was outlawed in the late '60s under a county ordinance permitting the Director to regulate vehicle operation within parks administratively, which seems to imply without public hearings and/or commen Is. The decisions to close the park was a classic case of "the few ruining it for the many", according to the "Chief. Contrary to widespread public opinion, it was not due to the famous Hessians outlaw gang wars, some of which were conducted within the park confines. Leaman emphasized that the District does not stereotype bikers. This decision was simply due to irresponsible use of trailbikes in verboten areas off the established park roads by a few yo-yo's. The abuse of park environment and lack of consideration for park regulations resulted in the closure. In a recent court test of Constitutionality, (if, at the county level, it can be considered a test) the ruling was· upheld by a Municipal Court judge. The poorly organized, poorly financed test case effort died there without appelate action. It would seem that anyone wishing that the park be re-opened to motorcycle operation on park roads could see some action resulting from a few hundred phone calls to Supervisor Caspers, at (714) 834-3550. A couple of hundred demands for a public hearing might even reach Director Sampson, at (714) 834-3808. You can write Supervisor Caspers at Orange County Civic Center, Santa Ana, Calif. 92700.
