A nominal fee would satisfy the requirements of the law. The meeting produced substantial gains with respect to permissions, bonds and timetables. Completely unresolved at the present time is the question of insurance and, if racing is to continue, this must be resolved. On this matter the Burea is acting reasonably and cooperatively as indeed they have on most of the matters that came up. On the subject of fees, we will have to wait and see, but letters expressing your opinion would certainly help. Until the final draft is published which may be in as little as 30 days, no fees will be collected except the nominal $10 minimum. Permissions will be required and a list of people contacted will be required, but the permission need not be written. The $300 surety or bond will be required and in the case of questionable applicants may be higher at the discretion of the manager. No insurance will be required as of now. Hope now appears as a small flickering candle at the end of a long tunnel, but strong variable bureaucratic winds are the most probably forecast.
