working on the Hi Mountain Enduro for about three months now and only last week we- were eonfronted with th~ fact that the F oresuy Service IS· going to limit our enduro to only 200 riders this year. Being this far along with the plans, we had no alternative but to try to appeal this decision to higher authorities. So a meeting of members of local government, the school community. and Forestry Service has been planned and the results of that meeting will tell whether the 200 riders or the 500 riders go out Feb. 14, 1971. We are sorry that the entries haven't been sen t ou t as they usually are by now but we will send them out as soon as the terms of the agreement with the. Forestry. But all these tracks are outside San Mateo county. This county is centered around 3Y. million people with as much open space as any and no race track. This county has effectively banished the dirt rider while coveing the horse people with some 60 miles of trails. Trails for horses and hikers only. The horse people of this illustrious county have so thoroughly closed things off that e.ven after the riders appealed to the board of superviosrs they were told, things would be looked into. That last word was Mar. '70 and nothing has come up yet. The 40,000 plus motorcycle owners :md operators must either go elsewhere. do their riding illegally (which is done) or take their chances on the open street. (instan t death). For these reasons the San Mateo County Motorcycle Assn. was formed. The members include the county's motorcycle dealers and clubs with some interested private members. Their intent is to acquire some land for the rider so as to keep him off the street and off the horse trails. The chances of any legislation 0 f this sort happening ,"re nil with the present political structure. For this reason the association decided to aid in the campaign of some candidates who are sympathetic to motorcycles. The campaign was successful but the chances for success are still sligh t as the local officials still consider motorcycling as 'bad guy' stuff. The association needs assistance from all riders and enthusiasts in San Mateo county to get anything done. The Board of Supervisors must have been slightly impressed last March when over 200 people showed up to witness a meeting about motorcycle trails but the weight of the county's 800 horsemen must outweight the 40,000 plus motorcyclists, alleast in some ways. Time will tell as it is up to the' association to publicize themselves and their cauSe so that the rider will. feel something to attach to. Their first big affair will' be on Jan. 1,. 1971 at Uvas Meadows (Cycle Hills) in Santa Clara county where a picnic and playday will kick things off. We would like to congratulate you on a very fine article. Some motorcyclists have received a bad name from their noisy vehicles and you have confirmed our stand by demonstrating that noise from these vehicles is not necessary and that 1:tley can be quieted without significantly reducing the horsepower. As you are aware, the California law requires new motorcycles used for street to comply with -maximum permissible noise limIts which 'are enclosed. To detennine. compliance with this standard the Department uses the test procedure referred to in your paper. We firmly believe that the type of article which you have produced will help to educate t~e motorcycling public that noise does not aenote a powerful vehicle. and that noise is the one item which is most likely to cause advers.e legislation against the use of these vehicles.
