Although we may often have our doubts, the BLM is an agency whose role it is to 'protect' the public lands In such a manner that the best interests of all users are considered. And this includes motorcyclists. What I'm trying to do, is to put you, the reader, in the position that the BLM finds itself In. They have the authority to horse-trade with the other private landowners and public land-use agencies. The desert lands hold a lot of values to a lot of d1fferent users, and the B~M doesn't want to horse-trade away any lands that have any value to any segment By Russ Sanford For the past several weeks, I have been 'BonIng Up' on the sUbject of the California desert. My.concern stemmed from the many rumored land closures throughout Southern California and an Invitation to attend the U.S. Bureau of Land Management's 1970 Advisory Board meeting beld In San Bernardino on June 11th and 12th. These are some of the things wb1ch I have learned and wb1ch I have beard. They should be of interest to motorcyclists across the' nation, because as an official from the Washington D.C. headquarters of the BLM indicated, the California BLM has done such a fine, job that they intend to use It as a 'model' for overall application•. 'This will come as a surprise to many of us. The BLM does not have jurisdiction over the entire California desert. Mel and Larry Murphy, the team that got the top ten National Numbers captured In oils which they then presented at Daytona, have left for the East coast where they wUl follow the National Gircult and promote sales of the reproductions. Mel has promised to keep me posted on their wanderings, wb1ch will probably prove most interesting. This leaves only one rem;Unlng category, and that is those afeas wb1ch are 'suspected' to have some other value but have not yet been Inventoried. And bere, the BLM is taking the position that vehicular use must be confined to estabUshed roads and tra1ls until 'sucb time that surveys and Inventories are completed. Now. whether we like it or not, we have In the ranks of motorcyclists, some people who haven·t yet seen the handwiring on the wall. I am speaking of the ten-percenters who wUl not control their 9Jltions and consequently aregett1ng all of us kicked-off from land throughout the State. Because of this, the BLM doesn·t trust any of us to use the desert without being supervised. If you will recall your U.S. History lessons, the Federal Government gave the railroads every other section of the public lands as Payment for establishing the trans'continental railroads. Before you get too alarmed, remember that this baPpened about 110 years ago. Which was a couple of years before most of us started rid1ng motorcycles 'out there'. You fellows who ride from Barstow to Las Vegas each year are guilty of a separate instance of trespass about every other mile you travel. The accompanying map depits the current status of public and private lands near Barstow. Now JUSt Imagine for a moment, what would haPpen if the Brand "X" Sheep Company bought all of the private land from the , What really spooks me, is the way In wb1ch the BLM is going about it! But then, I'm not too sure that they have any alternative. In order to protect the interests of everyone, the desert has to be surveyed and inventoried. The survey is needed to determine who 'owns' what! The Inventory is needed to determine the uses to which each piece of ground might be put. Some of the areas have been completed and where 'doing our thing' doesn't Interfere with others, we have been given the green ligbt. And this is the major portion of the 'California desert. On the other hand, there are some areas In which the best interests of the total public ts served by not allowing any vehicular traffic. An example would be the site of some important arcbeological discovery or a pioneer cemetery. we are supervised. And at present, there is no money In their budget to hire and train supervisors. The general theme of the San Bernard1no meeting was that ,"motorcycles are dratically devastating,the desert and this demands drastic remed1al measures". This opinion was voiced by most of the representatives of the other user groups. The motorcyclists' two representatives to the BLM's Advisory Committee were both conspicuous by their absence. Tom Cosgrove (Pacific Coast Honda), Bob Sanford (my namealike from Cycle News), and I tried to hold the line for motorcycling; even though we were only there as part of the lnvited aud1ence. In spite of our appeals to not consider all motorcyclists by the adverse actions of a few, resolutions were introduced and adopted, wb1ch re- quest the state and federal government to enact' off-the-road vehicle legislation wb1ch will: *Require reistration. *Require method of identification. *Require Payment of annual registration fees, the revenue from which wUl be used ,to provide enforcement officials on all pubUc lands. . *Establish rules and' regulations for operation. . Don't dismiss this lightly!
