MOTORCY CLE NOIS ISSUE O E N AGENDA Police Fire and CivU Defense Committee recommended the legislation, said his fUes were fWed with protesting letters and petitions from citizens compla1n1ng about the "nuisance and disturbance" created by the vehicles, especially in mountain areas. Potter expla1ned that the majority of the vehicles are not equipPed with spark resisting mufflers and "therefore present a constant fire hazard, especlally during the dry brush season." Santa Monica Outlook May 11, 1970 A discussion on noise caused by motorcycles is scheduled for Tuesday night's meeting of the Santa Monica City COUDcll. Councilman John McCloskey , who cla1ms motorcyclists hlive been getting away with violating the law, has asked for the discussion. . " I' m not sure if we have an ordinance to keep noise down," McCloskey said. , U we do, it' s not being enforced. U we don't have an ordinance, I will propose one. U one already Is on the books, I expect strict enforcement." Capt, Robert Morgan, who heads the Traffic Division of the Santa Monica Police Department, said police" strictly enforce motorcycle equipment violaUons. • There's a problem with noise," Morgan said. ., But we are doing everything we can to remedy it/' EVEN THE M A SUPPORTS ' EDI TH E M ESSAGE JJ COU NCIL PLANS CRAC KDO N W ON MOTORCYC LES Los Angeles Times April 30, 1970 By Erwin Baker Times Staff Writer A crackdown on motorcyclists and trall bike and dune buggy drivers was ordered Wednesday by the City Council. By unanimous vote, the eounctl instructed City Atty. Roger Arnebergb to draft an ordinance banning operations on vacant lots, any vacant acreage or on a parking lot . The council also instructed Arnebergh to include in the ordinance provisions stiffening the control .of trespass on Dear Sir, I would l1ke to call your attention to some excerpts from an article by Rolla Wllliams, entitled, "RecVeh .: The NowAnd-Future Way to Camp", and appearing in the May 5, 1970 edition of the San Diego Union: · " •••Personally, I could do without the motorbikes, part of the modern recrealion trend. These contribute their own bu1lt-in pollution - namely noise. It's noUced that the Argetsinger Ranch across the highway from Butterfield County, puts it even more strongly: 'No trespassing, no hunting, no damn motorcycle bikes.' ., _ .The Woodchuck owner (also), shares our distaste for those popping, eff1uvtal motorcycles: His sign also is to the point, 'No Damn Bikes'." This kind of article seems very discriminating. Cyclists, however, might boYcott the two places mentioned, and encourage their friends to do l1kewise. GEORGE SPIDELL San Diego, Calif. VO LU NTEERSSP RIN GCLEAN THE DESERT Los Angeles Herald·Examlner T .. sday, May 5,1970 OCTOTlLLO WELLS (AP}-People sweep their sidewalks. Occasionally, as on Earth Day, they sweep a town. But, the desert? In 90-degree heat under a broUlng sun ? An army of Californians turned out on their motorcycles, dune buggies and other vehicles with four -wheel-drive 1500 members of 24 desert sport clubs. From throughout San Diego County they came with a clamor. For two days last weekend, they filled and refWed 40 dump trucks and .with bulldozers buried tons of refuse under 20 feet of sand and rock. Thousands of aluminum cans were picked up and returned Monday to their manufacturers for reuse. Twenty-three old car bodies were hauled away. The desert was s wept clean around Ocot1llo Wells - grown littered for mUes between the Salton Sea and the AnzaBorrego State Park. County supervtsors reportedly say they have received compla1nts about excessive notse. U thts is true and I do no t doubt it there are now sufficient laws relative to disturbing the peace. A rational view of thts law is thattt is ambiguously written, vague, and not entitled to enforcement by an sincere police officer. It is interesting that the Palos Verdes Police are using dirt bikes to curb thts same problem, issuing citalions for trespassing. To me l:h1s makes a little more sense in that their main culprits are people riding mach1nes with expansion chambers or with the baffles removed. In a largely r es idential- r ural area thts does show gross disregard for the neighborhood. l-Wlth-;It" of tlt;;;;clo;C~le~i;b;~l lorganized troups who have an interest ,in motorcycle riding, it wOuld seem thatl la delegation from these organizations, I Ito present the problems to the County 1 rof Los Angeles, would be in order. U I Irepresentatives of such organizations 1 would l1ke to attend such a meeting, I be more than haPpy to host it. We 1 lwm COME TO G ETHER The sheriff's department, which patrols portions of the Palos Verdes area, has been giVing citations to children pushing m1n1 bikes on the streets on their way to a vacant lot. The only purpose in citing a ch1ld for pushing a bike on the street (having a non-licensed vehicle on a public street) is harassment. ~~.:.e;' ~~_~~g~Jun~..:~! and invite representatives of various police enforcement agencies, as well as the County 0 Los Angeles, City of Los Angeles, and others.
