Although the park has been authorized and approved for fundlng, any further development Is contingent upon the sale of State bonds. And at the moment, the State cannot !lnd purchasers for 5% bonds when 7- 1/2% bonds are plentiful. It looks now as though any further progress. must be withheld for at least another year untll the general election. At that time, the voters will determlne 1! they want to Increase the Interest rate to 7-1/2% or whatever lnterest rate is preval1lng at that time. JIm Is deeplY concerned over this temporary setback as the Point Mugu fac1l1ty was an experimental project, designed not onlYto satlsfy a pressIng need, but to establlsh a precedent 10 glvlng formal recognition to motorcycles as bona !lde users of trails and fac1l1ties on State properties. The Polnt Mugu fac1l1ty when completed, wU1 be used 10 part by equestrians and the balance wU1 be set uP far use by motorcycles. In vlew of the currenUundlng situation, the Henry Cae State Park 10 Santa Clara County holds the most promise for Im- Mr. Warren and I wU1 vlslt with the Park SuPervlsor at Folsom Lake soon to dlscuss the posslbillty of establishing a motorcyc1lng facillty on State owned lands adjacent to the lake. As Jim envtstons this fac1llty, It would consist of possibly 20 to 30 mUes of scenic trails with picnic, sanitation, and parking facilities. Again, because of limited funds, we Intend to attempt a rather unique approach to this project. If the Department of Parks and Recreation wU1 grant the necessary authorizations for such an undertaking, we wU1 call upon the motorcycllng populace to construct the total fac1l1ty to the State's specWcations as a token of appreciation for a much-needed fac1l1ty. In addltion to call1ng upon the motorcyclists for labor 10 the form of work projects, we will seek donations from local merchants In the form of buUdlng matertals and other necessary items. Already, several motorcycling grouPs have extended their offer to participate in such an endeavor. I have volunteered to act as the lntlal coordinator, at least to the point of establishing a steering committee comprised of a representative from each motorcyc!lng grouP wishing to participate.
