Motorcycle Safety Program Promoted By San Diego Dealers By BIll Harmer Spark plugged by Gene and Sandy LePre of Floyd Emde's Motorcycle ComPllllY and with the coqperal:ton of Mr. Jim Loomis of the San DIego County Council of the Boy Scouts of America, the San Diego County Motorcycle Dealers' Association 15 SJ)ODSOrlog a new post of Explorer Scouts which w1ll be motorcycle oriented. After suffering much indifference and many rebukes trom Public Educatioo Offlcla1s and Administrators when approached about including motorcycle safety and instructioo in the City Schools Driver Education Program, the dealers who were adamantin their desire to teach mntorcycle safety to youngsblrs of high school age, took their program to the San Diego Council of Boy Scouts of America. The executives of the Boy Scout Council were sympathetic a.nd cooperative because dealing with the young men of the country, they were fully aware of the teenagers obsession with motorcycles. Also the necessity of inauguratlog some Jdnd of program that would get yOlJQCSters r1dlng motorcycles onto the streets and hIgh_ys with at least a tastc knowiedge of the handlIng and care 01. a two-wheeled motor vehicle. Because of. their concern over the increasing accident rate among young motorcycle riders in the stale, the California Highway Patrol's Lt. John Annis who is an Educatioo and Information Offlcer. was anxious to assist in any way possible and assigned Motorcycle State Tramc Offlcer WIlson B. Moore of the San Diego ClIP Offlce to the project to· give instruction and guidance to beginnlng riders. The San DIego Tramc Safety Council offered their facilities and directed Mr. Walter DeFelice, Jr• and Sam Manheimer to lend their assistance to the program. San DIego City CouncUmanAllenHitch upressed his interest and pledged his full sqlpOri in securing property for offr08d instructing of. fledgling riders. The San Diego Pollce Department added its s ~ to the project and asslgned Otrlcer Charles Schreck 01. the Tramc Bureau to assist in instructing the young riders. With ali plans carefUlly laid. a meeting for prOSPective members of. the new BoY Scout Post was calle-:! ror 2 p.m. on Sunday, August 17, 1969 at the Boy Scout Headquarters in BallY Park. .. 75 boys between the ages of 14 and 18 were registered at the first meeting of which more than half own their own motorcycles. At the same time, more than 25 adults (mostly fathers) signed up to assist in the venture. The education of the members of the Explorer ScoUts Motorcycle Post will be olfered in three phases. The first four months w1ll. cover dirt rtdlng with em- Shops, Races and other Motorcycle Events. but pliable enough to allow the Explorer Scouts to plan activities of. their own as well as fleld trips. It w1ll also sponsor family oriented programs to stim ulaie parental interest in cycling safety. and advanclog an absorblog hobby which when approached sensibly and taught by professionals may lead to a future vocation. The programs last from forty-five minutes to an hour and are for general interest in schools. colleges, and other institutions.
