In this year of unusually numerous unsimple problems, three presidential candidates and their a ss or ted colleagues are shouting It like a loop of tape. But, no one Is defining It. Threat or prom ise, who knows which? From the Declaration of Independence: " That to secure these rtgbts (lite, liberty and the pur s uit of happiness) Govern ments are Instituted amon g Men, der iving their just powers trom the consent of the governed. " "That whenever any Form ot Govern ment becomes des tr uctive of these ends , It Is the Right of the People to alter or abolish It, and to institute new Government, laying Its foundation on s uchprfnc1ples and organizing Its powers 10 such form, as to them (the people) sbal1 seem most like ly to effect their Safety and Happlness. Prudence, Indeed, will dic tate the Governments long established should not be changed for light and transient causes; and acc ordingly all experience hath shown, that manldnd.are more disposed to sufter, while evells are sufferable, than to r ight themselves by abolishing the forms to which they are accus tomed. But when a long train of abuses and unsurpatlons, pursuing 10variably the same object evinces a design . to reduce them under absolute Despotism, It Is their r ight, It Is their dUty, to throw ott such Government, and to provide new Guards for their future Sec urlt.!'-" Deriving Its jus t power s from the consent of the governed. To be a proper ·gover nment accor di ng to this document, the document which announced the crea tion of the United States of America, the government must be responsive to the people. To be responsive It must be aware and flexible. The needs of the people change trom one to another, trom day to day. No static or disconnected government can hope to fulfill even a satisfac tory compr omise. our social order bas been changing throughout this century with a rapidity unknown for hundreds of years, It ever before. In the last ten years even theacceleratlon bas accelerated. All over the wor ld the human spirit Is bursting for th, seeldng new answers, new ways , new reality. Hushed too long by wars and apathy, this pent-up ene rgy Is compelllog, and to many, frightening. But, fr lghtenlng or not, this gr eat s urge must be met by governments that can accommodate to It. Flexibility and awareness are no longer Impor tant, they are now es sential. By contrast, we have the Democr atic National Convention 10 Chicago when 1968 ran headlo ng lnto 1938. It Is notabl e that the Declaration of Independence places upon the people the burden of deciding when a governmentts functioning acceptably. It wasn't the es tablishment 10 1776 that decided the government was no longer sufterable. The establishment wasn't sufti clenUy connected with the people to hear their complaints . As a matter of fact the es tablishment se nt armed tr oops In to quell the dis tur bance. Had It not been for a ta ctical problem of dis tance they might very well have quelled It. Many of the old die -hard and tough-line AMA Competition Committee members have stnce left and a newer brighter group bas come In with what we hope will be a r eal future for American motorcycling. I knowmany of the Competition Commi tte e members per s onally and know howthey feel about a gr ea t many things. I hope many of the Items on the agenda are passed favor ably for the betterment of the sport. Natural ly, not all things will be changed, nor can anyth1ng be changed completely at a s ingle mee ting, but progress towar d liberalization of the old-line AMA bas been golng on for s ome years . looked upon as a spor t for the mentally retarded or the unclean, but as a wholesom e exercise that lets one get out 10the fresh air to comblne his physi cal sldlls with that of the macbtne . Let's hope that this Congress will pass on a tew ot the propo sed regulations that will favor the advancement of motorcycling and Incr ease Interest 10 the competition are of the sport as well . Nov. 22 Dec. 8 Saddleback Park, Cal . Nov. 28 Many people 10 this country have all done their little part to cause this evolution to occur. Many leading publications have pointed out the unfairness of some of the rules and regulations ; riders have stood up and voiced their opinions concerning motorcycling and the control by the AMA. However, there Is one thing we must all remember, whether we like or dislik e the AMA - they brought motorcycling along, long way, and many of the del egates 10 the past truly felt what they wer e doing was right for American motorcycling, and whoknows, at the time, It might have been. But people and things change , as well as the times . In the United States motorcycling must change to keep up with the wor ld motorcycling groups. With the onset of the EuroPf!ans coming to the United States 10 the last few years for mota-cross racing, a new look bas come to the sport. Member s of the press and other news media have become ver y Interested In true motorcycling, whereas 10 the past their oplnfon of motorcyclists was limited to the Hells Angel type .
