population and therefore not
truly representative of red-sticker
vehicle usage.
When asked about the red
sticker OHV study and whether
or not the decision had been
made to "sundown" the pro-
gram, Bearden and Goldstene
offered a murky response, say-
ing that the results of the OHV
study were still being analyzed
and that information was still be-
ing gathered.
The purpose of the meeting,
however, was to come to the
table and "open the discussion"
for ideas of how to promote
better compliance across the
board. CARB members reiterat-
ed that they focused on "collab-
orative solutions" and "working
with industry to develop regula-
tory solutions."
The discussion then turned
to the need for simplification
of their many regulations, and
some pointed out that even
those tasked with enforcing
CARB regulations (i.e., police,
rangers, etc.) don't fully under-
stand them. They also pointed
out that CARB needs to take
some responsibility for educat-
ing people (especially young
people) who might not be aware
they are breaking laws.
CARB representatives an-
swered questions, nodded and
scribbled notes as many other
points were made by members
of the off-road community.
Don Amador, who attended
the Sacramento meeting, was
encouraged by the tone of the
meetings, and was pleased at
the board's willingness to open a
dialog with the off-road industry.
He remains cautiously optimistic
about the next steps in CARB's
process, to form a stakeholder
working group to help draft the
new regulatory language.
"Kudos to CARB for holding
this meeting to engage with the
OHV racing community. Both
racing and even casual users
have a lot at stake," Amador
said. "The next step is for the
OHV community to ensure that
our interests are represented
in the upcoming CARB Racing
Definition Stakeholder Working
Group that should be formed in
September 2017. This is good
news; they want to hear from
us!"
