IN THE WIND P28 CARB CONSIDERING ENDING RED STICKER PROGRAM A ccording to a report by the California Motorcycle Deal- ers Association (CMDA), the California Air Resources Board (CARB) is considering ending its Red Sticker OHV program, one that has offered competi- tion OHVs an "exemption" from emissions standards since 1998. The rolling back of this program could result in an even- tual red-sticker model prohibition in California. Currently, 54% of off-road motorcycle sales in the state are red-sticker designated. CMDA reports that CARB revisited the Red Sticker Pro- gram in 2014, conducting a comprehensive survey of over 3000 OHV riders and owners that concluded December 2015. Their findings revealed where off-road motorcycles are regis- tered, ridden, what time of year they are used, how often they are used and in what capacity. The results of the survey reveal some pretty damning information, such as the fact that 75% of red-sticker motorcycle owners admitted they have never raced—a fact that cripples the argument for grant- ing Red Sticker exemptions on account of being competition ve- hicles. The report also highlights the fact that the Red Sticker Pro- gram provides total exemptions for evaporative emissions, but that 90% of off-road motorcycles are registered and stored in non- attainment (sensitive air-quality) areas of California. It seems rather evident from the report that CARB has the ev- idence they need to justify pro- ceeding with the enforcement of stricter emissions standards for off-highway motorcycles (OHM- Cs). Exactly how strict, and how soon, remains to be seen. The report concludes by stat- ing the need for "an 80% reduc- tion in smog forming emissions from mobile sources" by 2031. In their outlined "two-phase reg- ulatory process," the first phase includes "Sunset Red Sticker Program" and a call to establish an end-date. The second phase will introduce a new emissions standards for OHMCs, and also suggests incentivizing zero- emission technologies.
