The Executive Order, released February 8 , 1972, directed the Departments of Interior, Agriculture and Defense, .and the Tennessee Valley Authority to establish guidelines for the use of recreational vehicles on public lands . In response to the order the American Motorcycle Association and the Motorcycle Industry Council launched a letter writing cam paign and distributed petitions to which the motorcycling public ha s responded overwhelmingly. Through combined efforts the AMA and the MIC have distributed over 700,000 individual petitions, and the program still is underway. In addition, the AMA has asked co nce rn ed motorcyclists to write the President, using colorful posters in d ealerships and full-page advertisements in the motorcycle press to spread their request. ¥linter states, "From all indications, the letter are being w rit ten, and are having an influence in Washington. For example, one source in the administration reports to me th at the Council on Environmental Equality has had a special meeting for th e purp ose of discussing the letters co min g in from motorcyclists. Su ch a meeting indicates tha t someone is taking notice . n However, Winter em phasizes th at the ea rly inroads must not be misin terpre ted as success. T he progress of A merican riders has been highlighted by their performances in the Anglo-American match race series ove r the last two years and Kawasaki feels that by sponsoring a maj o r international road race, they will be contributing in no small way to the advancement of America's international motorcycle racing challenge. Laguna Seca is a true road racing course, twisting and winding through the picturesque Monterey countryside and Kawasaki and Trippe-Cox Associates intend to concentrate on providing an excellen t race and intend to inject their promotion with the relaxed atmosphere of a European international to show the American public that road racing in its proper setting is a close, exciting and colorful event.
