N .... en .& « ~ w Z W ...J U >- U RIVERSIDE DUMPS CYCLE PARK By ElaineJones Co unty supervisors R ive rs ide an ea rlier Plan n in g overtu rn ed Co mmissio n denial and issued the Cit y of Riverside a p ermit t o build a new, 400 acre city dump in the Badlands, west of Beaumont and n orth of Gilman Hot Sp rings. Ordinarily, th e co un ty h as no autho rity over a city's use o f its land . However, in th is case, the sup ervisors w ere ab le to d ecide o n th e land use and add a requirem ent t hat the area not be used as a motorc y cle trail park , because of t he land's current ownership and b ecause of state law. The state h ealth and safety code requires issuance o f a public use permit b efo re a du mp can be developed. The BLM req uired th e city to get co unty app ro val fo r th e dump as a cond ition of sale . Cit y manager Dan Stone t old th e superviso rs the ci ty also plans to develop th e dump eventually as a recreation area, and by saying too mu ch , he managed to get th e prohibition of motorcy cles. The city had give n so me consid eration to using th e dump as a fu ture mo t o rcy cle trail park. Sin ce restricting th e use of mo t o rcycl es on private lands in ear ly 1970, th e supervisors h ave received sev eral applicatio ns for m o t orcy cle park US WINS TDUNES permits but de nied them all, a fter r eceiving protests from n earby residents.
