This necessitated laying out almost 15 miles of new course since there was not enough time to contact neighboring land owners for permission. This resulted in a 40 mile second loop and an unusual amount of fire roads on the second section. Fortunately it was completed in time for the race. but just barely. Another interesting spot along the way was a railroad crossing that seemed to present no great problem until a casual check showed that an average of 173 trains per day came through there on Sunday! Another slight revision! The racing was hot and heavy as the Novices not only had a dust free course. but it was free of interferring (?) Amateur and Expert riders. He is Irwin, International Four Charles Owners Assn. vice-president, presiden t of the Virginia Fours (a local Four Club group), and a resident of nearby Arlington, Virginia. Headquarters for lobby activities will be from the East Coast I FOA office, located in Arlington. San Diego I FOA headquarters have announced that the services of Irwin and the Washington lobby, will be made available to BMWOA, Moto-Guzzi Owners, Honda Owners Association and even the individual motorcycle consumer. Two immediate lobbying goals exist for Irwin : First is the Federal Trade Commission hearings on proposed trade regulations which will - protect motorcycle consumers by requiring full refunds to persons placing mail orders if their pre-paid merchandise is not shipped within 21 days. Second, to persuade President Nixon's consumer affairs office to include motorcycle dealers in their proposed plan to improve au to repair services through a public rating system.
