In defense of Dart Michelle Cassella is very wrong in her tirade agains t other AMA districts and especially abou t he r vilification of Mr. Bill Dart (Voices , Issu e #39, Oc tober 7) . The facts are these: 1. The re are cu rrently only seven 1998-model off- road mot orcycles capable of getti ng G reen Sticker registrations; 2. All Gr een Sticker motorcycles, old and new, can be operated any time of the yea r thro ug ho ut Califo rnia; 3. Th e seasonal/regional concept presen ted by Bill Da rt was origina lly rejected by CARB; 4. Pressure from proposed legisl ation by th e CMDA, with solid su ppo rt fro m District 36's Bill Dart a nd techn ical assis ta nce from th e O HMVR division, m an eu ver ed CA RB int o a position of negotiating regarding their reg u la tion, w hi ch in effec t tod ay ba ns noncom plying tw o-strokes from use in California ; 5. The draft seaso na l / regional operati on proposal from CA RB woul d allow th e u se of non complyi ng tw o-strokes in California de pending upon the time of yea r and the region of use. Before CA RB moved towards accepting this concep t, the re was no provision for use of noncomplying two-strokes non e, zero (on public land )! Under m v d irecti o n, m v staff ha s atten ded every CA RB meeti ng for the past two years. Let me be very clear: At no ti m e has the re been an attempt by one o rganization or another to "se ll out" one to get "more" for another. Bill Dart has always acted in a professional manner. He has been recogni zed as th e champion for all motorcyclists' rig hts in the negotiations with CAR B. I apprecia te Bill's unselfish efforts to figh t for m ore grou nd, more ridi ng o pportu nities and more racin g fo r a ll of Cali fo rnia 's off- highway mo torcycle comm unity. May I sugges t th at fragmentation among yourselves will only make the off-h ighway ve hicle community vulnerab le to at tack and conquest by those w ho ac ti vely pu rsu e the sport's co mp lete annihilati on . Defense II I can understand Michelle Cassella' s disappointment with the cu rrent state of negotiations with CARB, but fir st reali ze this : As of 1997, th ere a re n o legal riding areas o n public land s for no ncom plying mo torcycl es. o ne! As res t r ic tive as th e cu r ren t seaso na l/ regi ona l co ncept is, it a llo ws rid ing in area s n ot le g a ll y availa b le now . It would a lso allo w an increase in riding time /area s if a ir quality improves in th ose area s. Competition motorcycle / even ts ar e exe m p te d and, contra r y to Michelle' s claim, CARB has been rece ptive to competition exe mp tio n since the incep tion of this regulat ion. To claim th at District 36 so mehow took adva n tage of District 37 sim p ly isn't so . Wh at is a fact is that air qua lity in So u the rn Cali forni a is among the poorest in the nati on (this being neither District 36 nor 37's fault ). This has put that par ticul ar area in a poor ba rgaining po si tion wit h th e C a lifo rn ia A ir Reso urc es Board . Many o r g a n iza tio n s , com pa nies and ind ivid ual s have d onat ed fund s to D istr ict 36, wh o in turn h a v e u s ed th ese fund s in a multitude of fronts to first fig ht th e ado p tion of th e regu lati on and, late r, to try to nego tia te a workable co m mo n-sense so lu tio n in implemen ting a n exis ting restri cti ve regula tion. Michelle is co rrect in th at C A RB co u ld tell us to "bug o ff," but a co ncerted effort bv District 36 and District 37 (wi th Dave O a klea f's input ), th e AMA and t h e Ca lifo rnia D e a ler' s Association, among o thers, generated enough hea t to get m a n y of th e seasonal / re g ion a l d a t e s / r e s t r icti on s exten ded and / or e limi nated. Again, Michelle is right in saying it's going to get ugly, bu t the ene my is not Distr ict 36, Bill Da rt , CMDA o r o t hers ; th e e-ne my is th o s e CA R B, US FS, BLM bureau crat s w ho would elimi na te o u r sport alt ogether. It' s unfortunate th at Mi ch ell e persona lly a ttac ked Bill D art , w ho is we ll-respected in th e " land use" co mm u n it y a n d w ho v o lunt e ers m an y hou rs to snowmo bile and four-wheel drive iss ues. District 36 is proud that ou r riders choose to pay for th e o n ly AMA d istri ct full -tim e legi sl ativ eac tion o ffice r in th e United Sta tes , a nd that m an is Bill Da rt. Bill h as b een, a nd will co n ti nue to be (a t the direction of th e District 36 bo ard of d ir ecto rs ), a vig ila n t wa tc hdog o ve r o u r righ t to ride in bo th o rt hern a n d Southern California. No crowd Wha t a sham e th at o ne of th e bes t Superbike fina ls in years was attended by so few a t La s Vega s Motor Speed way. I' m guessing that there were 8001000 people th ere o n Saturda y. Upon arri va l, I co u ld see wh y : The ticke t prices were as high as 530 a da y and the available seating w as horri ble. The main poin ts of interest, the infield, had no seating available u nless you we re lucky enough to find a seat among the many trash cans scattered thro ugh the infield. Is this the best the AMA can do? Racer safetv is a must, but at what cost? The fan, obvious ly. It wa sn 't long ago that I rem ember 10,000 scream ing fans at the • Pomona National ge tting very dollar's worth of racing they cou ld handl e - at a fair price. By the wa y, the Fa irplex was kind enoug h to provid e refr eshment s at more than o ne snack bar for their man y fans. If this is th e high pric e of sa fety, w hy race at all?
