Kitzhaber has vetoed legislatio n that would ha ve repealed Oregon 's mandatory helmet law for riders 21 years of age and older, acco rding to the AMA . In doing so , the governor said he vetoed the repeal bill based on his pe rso nal ex pe rience a s an emerge ncy-room physician and would only co nsid er approving such legislation if Oregon's motorcyclists were to "accept the full economic responsibility for their act ions."
