Two-strokes As us ua l, Cycle New s h a s do ne its read er s a g reat se rvice keeping th em curren t o n signifi can t is s u es fa cin g mo torcy cl ing . Thi s is cert ai nly the ca s e w i t h Ke i t h Bu s h 's fe atu re , "E nda nge re d Species?" (Is su e #19, May 15). The threatened elimination of two-st ro ke motorcycles in California, as we know them, is certainly th e likely prospect of pending emis si on standards developed by the California Air Resources Board (CARB) Unfortunately, th e articl e lea ves your rea ders w ith th e impression that the A MA h a s no t b e e n invol v ed i n this issu e and th at is not accurat e . The AMA h a s be e n aware of th e th rea t si nce DR A FT implementa tion stan d ard s w ere released and h as su bmitted ex ten s ive co m ments a nd o bje ctions as th e process evolved. We also d ocumen ted the scope of th e problem in a sto ry in American Mot orcy clist in Oct o b e r 1994 . I fea r th a t as th e impend in g impl ement ation d at e of January 1, 1997 ap proaches, th e reality o f th e conseq u enc es are only be ginning to be u n derstood by m any ri der s and d ea ler s. The AM A ' s n a t ion a l office has w o rk ed clo sel y with its distric t o rgan iz at ions o n th is diffi cul t issue an d Dist rict 36 and 37 are to be congra tul ate d o n t h e le a d e r s h ip t h e y have d emon strated in confronting th e problem an d findin g solu tions. Following recent discussio ns wi th o ur d ist ri ct 'officials, th e AMA has also ag reed to "le n d fi n ancial s u pport to lobby ing efforts u n ique to Cal if orn ia' s threat~n ed two-strokes. Bill Dart, District 36 Legislative Officer, h as been heavily in vo lved and led th e cu rrent initiative to challe nge th e CARB rule and implem entation. We are ext remely p leased that AMA' s di st ricts have th e leadershi p to challe nge such public po licies and all of Cali fornia' s riders sho ul d be l o o k in g for w a y s to su p po rt the ir efforts . I d o want to tak e ex ception to Bill D a r t ' s char a ct eri z at io n of A M A's board of trust ees "as mostl y m an uf acturers." Th e AMA Board of Trustees is co m p rise d of 12 m embers, o nly fo u r of w ho m are m anufacturers an d only th r e e o f t h o s e a re involv e d in th e OHV market. I thin k it ' s important to point out th at any position th e AMA m igh t take on this issue is not a reflecti on o f OEM r epre sentatio n o n o u r INSIDE board and cer ta inly not a function of manufacturer domi na nce. . One of the strongest poin ts m ad e in opposing the pendin g regul at ions has been th e absence of an analysis of the econom ic im pact. Whil e it is the ri ders w ho wi ll su ffer b e cau s e th ei r p r e fe rred e quipmen t wi ll n o longer b e availab le, I want to encourage a ll of your readers to also enlis t th e support o f their lo ca l dealers in th is figh t, since the y stand to lose bu si ness as a result. It will take leadership fro m all segmen ts of our community if we are to be su ccessfu l in challenging th ese ru les . , Th anks for raising th e visibility of th e fig ht .
