On Friday, October 15, the committee met to resolve differences between transportation appropriation measures approved in the US. House and the Senate. The Senate had allocated $15 million for fiscal 1994 to the National Recreational Trails Trust Fund. But the US. House did not provide any funding for the trust fund which is enti tled to $30 million annually - and the conference committee adhered to the House version of the measure. The National Recreational Trails Fund was established in 1991 to assist in the construction and maintenance of off-highway trails for both motorized and non -motorized recreation. Federal funding earmarked for the fund comes from the gasoline tax revenues paid by trail users. Nevertheless, the U.S. Congress has consistently failed to appropriate monies to the trust fund. Congress allocated just $7.5 million - one fourth of the authorized total - for fiscal 1993, and now has totally cut off the funding for 1994. The major stumbling blo ck came in the House Transportation App ropriations Subcommittee, where chairman Bob Carr (D-MI) opposed the trails funding despite a request from the Clinton Administration for allocation of $15 million. The issue was part of a huge $13.9 billion transportation appropriations bill which now goes before the full House and Senate for approval. "We're very disappointed that Representative Carr and his committee have chosen to overlook the fact that trail users have paid taxes, a portion of wh ich were intended for a s pecific us e," commented AMA Washington Representative Jim Bensberg. "Various state projects are in jeopardy, which damages not only the interests of trail users, but also eliminates jobs and summer employment opportunities for disadvantaged you ths. n The AMA, in cooperation with the Coalition for Recreational Tra ils, is reconsidering its legisla tive op tions in light of this development. But barring passag e of a supplemental appropriations bill or other corrective legislative action, it appears that fede ral support for recreational trails in fiscal 1994 will grind to a halt. tracker Jim Kessler and his wife Angie, on October 4 in Long Beach, California.
