I was delighted wh en , with in a few short week s of my an nouncing for G overnor in 1989, the delegat es at your a n n ua l conve ntio n unanimou sly endorsed my ca ndi dacy. You are all aw are , I am su re, of m y position o n the Ca l ifo rn ia Desert leg islation which has been before the Co ngress for the' last th ree sessions. I ha ve ref used to su p port these bills until Senator Cransto n agreed to add la ngu age to ens ure th at adeq uate recreatio nal access wi ll be p rovided. Sen ator Cranston has not been willi ng to p roduce suc h a me ndm ents, so I have been unwi lling to back his so-ca lled protectio n bill. As I said a t the CORVA 18th birthda y dinn er in 1988, the Ca lifornia Desert should be pro tected for th e people, not from the 'peop le. On an important sta te issu e, I a m aware th a t off highw ay vehicle owners must reg ister th eir vehicles wi th the DMV every two years, wit h th e proceeds fro m th e registration fees going to a Spe cia l Fund in the Depart ment of Parks and Recrea tion ,to provide environ me ntally sound recrea tio nal opport u n ities for OHV enth usiasts. I am co ncerned th at the Dem ocra tcontroll ed Legisla tu re co ntin ues to siphon monies a way from the Sp ecial Fund every time the state find s itself in a fiscal problem. Mo nies co llected for a spec ific p u rpose rep resent a trus t; they sho u ld be spe nt for th e p urposes specified, a nd not divert ed to o th er uses. As Governor, I will work to protect the in tegri ty o f th e O HV Fund. Fina lly , I sha ll m ake q ualified appointme nts representin g the bro ad conce rn s o f vehicle recrea tion to fill vaca ncies o n the Off H ighway Mo tor Vehicle Recreation Comm ission. I'm glad I ca n cou nt on yo ur vo te on November 6th , a nd I hope to be able to con ti n ue work in g wi th yo ur lead ers to provide recreat ion o pportun iti es while still maintaining o ur high en viron me ntal sta nda rds. Those were the days Papa really got me go ing with th e chat abo u t Ontario in In The Wind. It was a hell uva pl ace for a young L im ey m ail-order racer wh o was as ked to ra ce for one Kevin Camero n . O ntario Sp eedway had so many stories. It was so magnific ent, th ose five-sta r facil iti es w ith the ro ll-in backd ro p o f mountains (views co u rtesy o f smog on a ny given day!). Wh at a tr ip ! My first fu ll season in th e U.S.A. was in 1971, and a t Onta rio I was caugh t in th e grea t " Bob Bai ley O il Sli ck" in tu rn eigh t orsomew here. Must've been 10 o f us do wn - Yvo n, Ni xon , etc., etc. What a great ra ce that was. Kel on t h e Yam ah a 350 , Co op (o r " Wadder" as he was known in the U. K.) on the BSA 750, a nd every other br and represented, including Fish er o n a H o nda, th e Suzukis o f Ni cholas, Grant, Baumann (wha tever happened to "Art T he Dart? " ), H arley-Davidso ns from Cal , Men a nd th e nex t year Pas o too, Kawasakis for me, Yvon, Grant (later), Walt Fulton, Ralp h Whi te, Ginger Mall oy, etc. Yes sir , Pa pa, your two par agraphs rea lly got me go ing. For I was so p rivileged to race with so many great racers, wh o were a ll suc h great charac ters. I'd done my bit (a p p renticeship o verseas in th e sixties in National , International a nd G rand Prix stuff and went back la ter), bu t tha t period of 1969-1974 was fab ul o us! Sir Mike "T he Bike" Hailwood, Sir Barry Sheene, Ago, Paso, Geoff . Perry , Dave Smi th , Burrito, Alda na, Vesco, Smarty, etc. Oh, so ma ny wo nderful mem ories. Bugs y, J im Rice, Mashb urn , Castro, etc., etc. And Ken n y Robert s before he was a " King."
