Delegat es fro m seven West Virgi n ia off-roa d ridi ng clubs met in ear ly August to establish a sta tewide association dedicated to improving th e sport. Already, the West Virginia n enviro n mental assessment analyzing potentia l impacts of a proposed 1990 Barstow-to-Vegas race has been released for p ublic review and comment by the Bureau of La nd Manageme nt (BLM). T he preliminary findin g, released on August 22, associated with the document indicates that the 170-m ile, Thanksgiving Day weekend event may cause significant environmental impacts and, therefore, cannot be authorized with ou t completio n of a more intensive en viron menta l impact sta tement. "We are issuing th is en viro n mental assessment before signing a decision record to allow the public an opportunity to comment on th e document's adequacy," said Gera ld E. Hillier, BLM's Cal iforn ia District Manager. "If anyone has additiona l factual info rmation that cou ld impact our concl usion abo ut the significance of environmental impacts, we encourage them to su bmit the information within the next 30 days for our consi deratio n." Altho ugh the BLM den ied the AMA District 37 Sport Commi ttee's req uest for a 1990 race permit on March 6, a May 23 rul ing by the U.S. Distri ct Co urt ordered the agency to recons ider th e app lication and comp lete an environmental review of the proposed actio n. ยท" We set aside ou r previous decision and have made a new and thorough review of AMA's proposal for a 1990 even t," said Hillier. "We have concl uded that there cou ld be substan tial impacts to more than 900 acres of desert torto ise habi ta t, and th us have pr elim inary identified the need for an environ mental impact X L statemen t." The race course proposed by the AMA Distri ct 37 Sports Committee and considered in the environmental assessme n t is simi lar to the course used in the 1988 Barstow-to-Vegas event. The 170-mile course would begin off Alvord Road, north of 1-1 5 near Barstow, California, and end at State line, Nevada. The Nevada pgrtion of the course would increase from 13 mi les in 1989 to 40 miles in 1990. The permit stipula tio ns p ropo sed by AMA are similar to those outlin ed for Lhe 1989 event, with three major exceptions: the race woul d be a time d event , Wi th start waves restricted to 25 riders each; in areas where evidence of tor toises exists, a 50-foot corridor would be established and mar ked by con tinuous ribbonin g; and a maxi mu m of 250 vehicles would be allo wed in each p it area. Key issues considered in the BLM 's en viron men tal assessment include potential imp<\cts on the desert torto ise, a threatened species under Sta te an d Federal law; cumulative impacts of the race on th e environ ment over the years; socia l an d econom ic considerations, particu lar ly for local communi ties; manageability of the event; potential impacts on Wilderness Study Areas; and the recrea tional value of the Barstow-to-Vegas race in rela tio n to ot her off-highway vehicle opport unities. Rob ts nro osesU.S.road 'raceseries er D hree-time World Champion Kenny Roberts has proposed a new series featuring what he calls "the best American road racers on the best available equipmen t" Moto du Monde, Ltd., a sancti oning and promotiona l body created by Kenn y Roberts, Gary Howard and Stanford Crane, aims to produce motorcycle road races and television programs beginning in 1991. In a telephone interview on T hursday, Augus t 16, Rob er ts said that a statement would be premature, but he did not deny his involvement: "Yes, we're working ona series and have been for a whil e," he said. "Our goal is to supply a race to the American public that will be the most exciting event to watch . We want to ma ke racing in America an event , like the GPs . "We need to start with teams," .Roberts continued, "A professional number of team s, and we need to be ab le to supply those teams with the best possib le machinery. We'd like to do the series with four-cylinder 5005, but right now we don't see any other way to do it than wiLh 250s. ' "We're not interested in competing agai nst the AMA or WERA; we want to compete agai nst the sports we have to compete agai nst, like baseball . . . " While Roberts declined to detail his plans, Moto du Monde promotional and marketing materials obtai ned by Cycle News indica te that the series organizers hope to lure potential sponsors into backing some 15 team s, each at a cost of .$750,000. That money wou ld buy the spo nsor: a two-rider.team complete with team support personnel; 25 pit bikes with the spo nsor's logo; an 18-wheel transporter with logo; a company team tent measuring 20'x 30'; 50 VIP tickets per event; coverage through tel~vision, print and video media; and all press releases from the 1991 eight-race senes. The proposed eight-race series includes rounds at Seattle, Washington; Por tland, Oregon; Sears Point in Sono ma, California; Brainerd, Minnesota ; Road America in Elkhart Lake, Wisco nsi n; Heartl and Par k Topeka, Kansas ; and Moroso Motorsports Park in West Palm Beach, Flori da. A comparison between the annual income of NASCAR and Moto du Monde race fans shows that while NASCAR has more fans in the $15-30,000 bracket, Moto Du Monde is stronger in the $35,OOO-plus range. However, the materials obtained by Cycle News do not indicate where those numbers came from, nor just what is a Moto du Mon de fan. Roberts says tha t a press conference outlining his plans will be held soon. T Off-Highway Vehicle Association (WVO HVA ) has 12 member clubs representing approximately 1000 riders.
